A lengthy list of soil remediation activities may not be carried out without soil quality recognition, and that recognition rests on a certificate or accreditation that is reassessed periodically. Whoever loses the supporting evidence loses the work itself.

What recognition rests on

Kwalibo stands for quality assurance in soil management and is set up as a public-private system. The private part is certification: a certification body checks whether you work, and continue to work, in line with the standard document, or the Dutch Accreditation Council assesses your organisation. The public part is soil quality recognition, which Rijkswaterstaat grants on behalf of the minister on the basis of that certificate. Article 15 of the Soil Quality Decree prohibits carrying out a designated activity without that recognition.

Which activities these are is set out in Annex C of the Soil Quality Regulation 2022. That annex contains twenty-two categories and states for each category the applicable standard documents, whether the basis is a certificate or an accreditation, whether a registration at individual level applies alongside the company's recognition, and whether the independence requirements of Article 17 apply. A firm with fieldwork, supervision and batch testing therefore operates three regimes side by side, each with its own version history.

The system is strict at the hinge between those two halves. A certification body or the Dutch Accreditation Council reports the suspension or withdrawal of a certificate without delay, after which the minister may withdraw the recognition because the certificate is no longer valid, or suspend it for up to two years. Both are recorded in the public lists of recognised persons and organisations, which your clients consult.

Which category, which standard document, which version and which protocols beneath it. Documents are replaced and old versions withdrawn, so the version belongs with the record.

Who is registered for which task, with the diplomas and experience hours that support it. This feeds into your wider diploma management.

Segregation of duties as a check on the assignment

At intake, the software asks about the relationship with the client and stores the answer. At verification, that answer determines whether you may accept the assignment.

Every finding with cause, measure, responsible person and evidence that it has been closed, in line with your audit file.

Validity and assessments in view

Certificates, registrations and transition deadlines do not run in step. We monitor them line by line rather than in the quality manager's calendar.

Per assignment, which accreditation applied, who carried it out and under which protocol version. What is recorded elsewhere, we retrieve via integrations.

Who we build for

What an intermediary has to manage varies greatly by category. Four situations.

Advisory and investigation firms

The execution falls under BRL SIKB 7000, and the recording on site runs through the app for the remediation site. If it concerns demolition, there is software for demolition companies.

Soil banks and processors

Treating and combining soil has its own standard documents and its own product certificate. The flows around it connect to waste registration.

Inspection and certification companies

Soil-protection facilities and underground tanks fall under categories where external segregation of duties always applies. In addition, management and maintenance is relevant here.

A Kwalibo file contains diplomas, certificates of conduct, audit reports and findings about your own organisation: partly personal data, and partly information you do not want to share more widely than necessary. We set access by role and by location, give each reviewer their own scope, and log every inspection.

For this subject, history carries real weight. In an assessment the question concerns a point in the past: which recognition applied at the time, who was registered for it, and under which version the work was carried out. We therefore keep every change with its timestamp and person, and display a correction alongside the old value rather than over it. Frequently asked questions about Kwalibo and recognition

Quality assurance in soil management. Private parties certify or accredit the soil intermediary against standard documents from a scheme manager such as SIKB or Kiwa, and on that basis the government grants a soil quality recognition. The obligations are set out in Chapter 2 of the Soil Quality Decree (Besluit bodemkwaliteit) and in the Soil Quality Regulation 2022 (Regeling bodemkwaliteit 2022).

Yes. When the Environment and Planning Act (Omgevingswet) took effect on 1 January 2024, the rules on the use of building materials, soil and dredged material moved to the Activities in the Living Environment Decree (Besluit activiteiten leefomgeving), but the chapter on the quality of carrying out an activity remained. The regulation under it has since been called the Soil Quality Regulation 2022.

That differs by activity and is set out per category in Annex C. A certifying body checks whether you can work to the standard document and reviews this periodically; the Dutch Accreditation Council (Raad voor Accreditatie) assesses competence, impartiality and independence. To share this with clients, there is a certification portal.

For a few critical roles: the sampler for batch testing, the field worker for soil investigation, and the environmental supervisor, both for process control and for verification. That registration is tied to the company's recognition, and the activity may only be carried out by someone listed for it.

That the person carrying out the work is independent of the owner. The starting point is external separation: do not work on soil or land in which you hold a personal or business interest, nor for a party with which you are organisationally, financially or legally connected. Internal separation can sometimes be used, subject to conditions on management, budgeting and governance.

The certifying body or the Dutch Accreditation Council reports this without delay. The minister may then withdraw the recognition because the certificate is no longer valid, or suspend it for up to two years. Both are recorded in the public lists of recognised persons and organisations.

That depends on the number of categories you are accredited for, the number of locations and whether integrations are needed. The register of accreditations and people is usually quick to put to use; integrations cost more. We give a reasoned estimate after the discovery phase.
