Custom app for accreditation and segregation of duties on soil sites
A person who is not registered with the accreditation may not carry out field work, sampling and environmental supervision. That is not an administrative rule but grounds for declaring the work invalid. And whether it is correct is checked on site, usually by someone who is already standing there.
What needs to be right on site
Kwalibo stands for quality assurance for soil intermediaries and sets two types of requirements: quality requirements for the work and integrity requirements for the people who carry it out. Designated activities require accreditation, and a client may only engage an accredited soil intermediary for them.
On top of the company's accreditation comes personal registration. For a number of critical operational roles, an individual integrity requirement applies: the person must be registered for that role. If someone is not, they may not perform that activity, even if they work for an accredited company.
In addition, the external separation of functions applies. Kwalibo assumes a separation between the client or owner and the executor: the client or initiator may not carry out the critical functions themselves. On a site where several parties mingle, this is a question whose answer can differ from day to day.
In practice, these three questions are answered in advance in a project file and rarely revisited afterwards. Yet it is on the day itself that staffing changes: someone falls ill, a colleague takes over, and a temporary worker joins in because it is raining and the job has to be finished.
How we build this
The core is the combination of person and activity. Not the company and not the project, but the question of whether this person may carry out this action here.
Field work, sampling or environmental supervision each require their own registration. That determines who may do it.
Is the person about to do the work registered for this activity, and is that registration valid today?
Which parties are present here and in what role? If the client and the executor coincide, that should block the work.
At the end, it is clear which registered person actually carried out which recognised work.

A registration that expires next week is still valid today. The app checks against the date of the work itself.

If the client and the executor are the same party, that is not a warning after the fact but a reason not to start.

For each piece of work performed: the person, the time and the place. That is the answer when an inspection takes place.
Works without signal
Site locations rarely have good coverage. The app works offline and syncs as soon as there is a connection.
Changes during the day
If a colleague takes over, that becomes a separate entry with its own check, rather than a name that stays on the record.

These are two different things. A recognised company with an unregistered employee does not comply, and we build in that distinction.

Security and privacy
This registration is about people: who is registered for what, and who did what. That is personal data that not everyone on site should see. We set access by role and by project, show an executor only the people in his own team, and record who has viewed what. Anything stored locally on the device is encrypted and can be wiped remotely if a phone is lost.
For this subject, the reliability of the moment is the point. A name that is changed afterwards because the first person turned out not to be registered is no longer a record but the opposite. We record checks and actions in an unalterable way with time, place and person, including when synchronisation happens later, and any correction becomes a visible correction alongside the original entry.
