Fibre optic is not a generic telecom project.

The Dutch fibre rollout has its own rules: KLIC notifications via the Cables and Pipelines Information Centre (KLIC), excavation permits per municipality, damage protocols with other networks, and strict customer appointment slots for in-home connections. Off-the-shelf packages such as IQGeo Telecom, Comsof Optical, Setics Sttar, Bentley OpenComms or GE Smallworld cover the international core functionality, but leave the Dutch-specific flows to the user.

This applies equally to construction companies laying entire neighbourhoods on behalf of a provider, to providers who want to decouple their OSS/BSS, and to wholesale operators who open up their passive infrastructure to multiple service providers. Each of these roles has its own workflows, its own integrations and its own compliance requirements, and one package almost never fits all three at once.

We build software for contractors, providers and wholesale operators who want to manage their construction, installation and operations more tightly than an off-the-shelf system allows. Sometimes we replace no existing package at all; we build the layer around it that makes your working process watertight. In other cases we build the entire platform from scratch because existing packages are too heavy or too international for your scale.

For contractors laying and installing fibre: project planning per street or neighbourhood, KLIC-WIN integration, permit workflow, customer appointment slots, and an offline-capable field engineer app with photos, signal test data and a digital work order. Suitable for main contractors rolling out entire regions on behalf of a provider, down to local subcontractors and excavation firms working with a few crews. When you are a subcontractor, we connect to the planning and data feeds of the main contractor or provider.

For providers, from large national players to regional ISPs and local network operators, who want to decouple or supplement their fibre OSS (operations support) and BSS (business support) with custom software. Order flow, customer onboarding, subscription management, fault reporting, a self-service portal and multi-site reporting. The OSS layer focuses on network and service delivery, the BSS layer on customer, contract and payment. We often build the layer that neatly connects these two worlds.

When custom fibre software pays off.

We guide clients through four patterns; if you recognise one, we'd be happy to talk further. It is rarely about "replacing a package" and more often about the layer that makes your workflow watertight.

Construction phase

KLIC-WIN and permit flow get stuck

Your project managers still keep excavation permits, KLIC notifications and BPI status in Excel or email threads. When other networks are damaged, it cannot be demonstrated who verified what, and when. You want this as a watertight digital flow.

Installation phase

Field engineer app falls short

Your engineers currently work with paper or a general field service app that does not support FTU installation or signal test data. Photos and signatures arrive separately, signal measurements get lost, and scheduling does not fit fibre slots.

Provider operations

OSS/BSS does not cover Dutch-specific flows

Your operations platform is international but lacks iDIN onboarding, a GDPR-compliant customer file flow or the Dutch subscription arrangements. Building a layer on top is quicker and cheaper than reworking the core system.

Wholesale and assets

Fibre site management is scattered

Location data for cabinets, joint boxes, sleeves and splices sits across a mix of CAD drawings, IQGeo and spreadsheets. Service providers ask for an API, and you do not want to export data manually for every request.

Planning & field research

A workshop with your project managers and operations team, plus interviews with fitters or customer onboarders. Often we spend a day in the field to see how planning, KLIC notifications and the fitter flow really work. At the end: a concrete scope, integration architecture, the first screen flows for the fitter app and an approach for migrating data from your current systems.

Building in sprints

A working build every two weeks. We start with the most painful flow, often the field engineer app, the customer appointment slot or the KLIC-WIN integration, and expand from there. Your team tests along the way, and so does a pilot group of engineers. The first production-ready module is ready after a few sprints. We work with fixed sprint budgets so you always know how much work will be delivered per sprint and what the logical next step is.

Rollout & support

Phased rollout by region or by project. First one neighbourhood or one installation crew, then scale up. Training sessions for planners and fitters, a run-book for incidents and a joint go-live checklist with your IT team. Afterwards, ongoing management for security, KLIC API version updates, further development and periodic optimisation of the planning and routing algorithms as you collect more historical data.

Per project, per neighbourhood and per street: planning, progress, blocked addresses, lead times, BPI status and KPI reporting to the client. With dashboards for project managers and exports for the main contractor or provider.

KLIC-WIN integration

Excavation notifications and requirement checks

Direct integration with the Cables and Pipelines Information Centre (KLIC): enquiries, excavation notifications, required precautionary measures and automatic retrieval of network operator information. With archiving and traceability in the event of damage.

Permit flow

Municipality and BPI orchestration

Applications for excavation permits per municipality, status tracking, reminders before expiry and BPI administration (Belemmeringen-vrij Punt Inrichten, obstruction-free installation point) per location. Also usable for reinstatement and repair permits afterwards.

Customer appointment slot

Self-service scheduling and rescheduling

End customers book their installation appointment in a slot that matches the fitter planning. Rescheduling, reminders by SMS or email, and automated no-show handling. Reduces the number of failed installations without the planning getting out of hand.

Engineer app

Offline route and signal testing

Daily scheduling, routing, digital work orders, FTU registration, photo and signature flow, and signal measurement input. Works offline in meter cupboards and basements, syncing as soon as signal returns. Connectable to fibre measurement equipment where relevant.

Asset administration

Cabinets, splice closures, cables and splices

A watertight record of your passive fibre infrastructure: splice closures, street and neighbourhood cabinets, sheath cables, splices and the relationship between logical connections and physical assets. With geo-integration and exports for maintenance, audits or handover.

Fault flow

From complaint intake to repair

Customers report faults via portal, app or phone, first-line support triages, and an engineer is scheduled with the right skills and routing, with the restoration data fed back into the asset model. Also usable for damage reports for underground works to other network operators.

BSS and customer portal

Subscription, billing and self-service

For providers: subscription management, billing flow (whether via a specialised BSS or not), a self-service portal for customers covering status, upgrades, payment and cancellation, and a retention flow. Connectable to iDEAL, direct debit or existing billing engines.

Compliance and regulation.

Fibre touches several legal frameworks at once: telecoms, GDPR, underground infrastructure and the Building Decree. We build software where these frameworks are not a checklist added on afterwards, but are built into the workflow itself.

With each new module, we check which compliance requirements apply and where traceability is critical, such as KLIC damage reporting, customer file exports for the ACM, or an audit by a main contractor.

Frequently asked questions.

What clients in the fibre sector usually want to know before we start.

Do you replace IQGeo, Comsof or GE Smallworld?
For large glass asset modelling, almost never. Those packages do their job well, and we don't rebuild them. What we do build is a Dutch-specific layer around them: the KLIC-WIN flow, permit orchestration, the engineer app, the customer portal and the order integrations these packages don't supply as standard. For smaller wholesale operators, we can sometimes build the entire installation company platform as custom software.
How do you handle KLIC-WIN?
We integrate directly with the Kadaster's KLIC-WIN API for excavation notifications, location enquiries and precautionary measures. The integration keeps track of API versions and falls back neatly to a manual flow if the API is down. Damage reports are recorded in line with KLIC requirements, with geo-coordinates, photos and timestamps, demonstrable to insurers and network operators.
Does the field engineer app work offline too?
Yes. We build field engineer apps offline-first as standard, with local storage and background synchronisation. An engineer in a meter cupboard with no signal can still register the FTU, enter signal measurements, take photos and have the customer sign, with everything syncing once signal returns. The field service app approach is the foundation for this.
Can you support multiple providers on a single wholesale platform?
Yes. For open-access operators, we build multi-tenant wholesale platforms where each service provider has its own customer base, branding and order flow, but operates over the same passive infrastructure. This includes APIs for the service providers and fibre location management for the operator. Often combined with a custom order management system to close the order chain between parties.
How do we integrate this with our existing systems?
Via REST or GraphQL APIs, webhooks and, where necessary, event streams. We have experience integrating with SAP, Salesforce, Dynamics, billing platforms, KvK and BAG data, and the KLIC-WIN API. For complex integration architectures, we first look at the entire data flow. See also our approach to smart API integrations.
What about security and privacy?
Customer and end-user data falls under the GDPR, and for network operations, telecom legislation and the Dutch Act on Above- and Underground Networks (BION) also apply. We carry out a DPIA on every major project, use encryption in transit and at rest, enable audit logging as standard, and run a penetration test in the final sprint before go-live. For providers operating at larger scale, this is often part of an enterprise software programme with formal security reviews.
What determines the cost?
Mainly the scope and the number of integrations. An engineer app with KLIC-WIN and a single billing integration is a different project from a full wholesale platform with multi-provider APIs and glass location management. Other cost factors are offline requirements, the number of roles and branches, the extent of geo functionality, and how many external systems connect. We work to fixed sprint budgets, so you always know where you stand and can steer by module priority rather than a fixed multi-year scope.
