Custom software for environmental agencies
Appfront builds custom software for environmental services and regional enforcement agencies (RUDs) that carry out the VTH tasks for environmental matters on behalf of municipalities and provinces. From environmental permit licensing and field inspections to enforcement, environmental complaints and risk-based supervision, with reporting you can break down per participant. We build on a modern web stack and integrate with the national facilities relevant to your processes.
What is software for environmental services?
An environmental service, also known as a regional enforcement service (RUD), carries out the VTH tasks for environmental matters on behalf of municipalities and provinces: permit licensing, supervision and enforcement. Under the Environment and Planning Act (Omgevingswet), this includes a fixed set of core tasks, ranging from businesses with environmentally impactful activities to soil, asbestos, noise and external safety. Software for environmental services supports these processes end to end: from registering an application or environmental complaint through to a completed enforcement file.
What makes an environmental service unusual is that it is a joint arrangement with multiple clients. Every case, inspection and enforcement action therefore needs to be traceable to the right participant, so you can account for output and results per municipality and per province. In addition, a large share of your staff works in the field: inspectors who inspect on site, often without a stable connection. Software that truly fits this needs to treat per-participant reporting and offline working as core requirements, not as an afterthought.
Standard VTH packages cover the basics, but they don't always fit your own risk-based inspection models, the specific reporting needs of each participant, or the integrations with your existing case management system. Custom software adapts to the way you work rather than the other way round. Appfront builds on a modern web stack and integrates with national services such as the BAG and the ZGW case management system, so the software grows with your organisation and with the Environment and Planning Act.
VTH case files
One file per case for permit processing, supervision and enforcement, with statuses, deadline monitoring and a complete audit trail. Documents, findings and decisions are kept together and traceable to the correct participating municipality or province.
Field inspections
An offline-first app that lets inspectors complete checklists, record photos and findings on site, and sync them automatically once a connection is available. No more duplicate work between the field and the office.
Reporting per participant
Dashboards and periodic reports that break down output, processing times and enforcement results per municipality and per province. Account to your participants without merging data by hand.
How we build software for environmental services
We work with a methodology that removes uncertainty early and delivers a stable application. From an initial analysis of your VTH processes, participants and existing systems through to go-live and ongoing management, every step is aimed at software your own team can understand, trust and manage.
We map out your VTH processes, participants and reporting needs: how permit processing runs, how the field service works, which integrations are needed and which risk criteria you use for supervision.
We design the data model and screens, establish how cases are traceable to each participant, and select the integrations with national services and your case management system.
Development in short iterations with automated tests, logging and monitoring. You see working versions along the way, so supervisors and permit officers can review early and steer the direction.
Controlled go-live with data validation and a safety net, followed by ongoing management, monitoring and further development as your processes and the Environment and Planning Act evolve.
What the software can concretely do
Every application is tailored to your VTH processes, participants and existing systems. Below are the features we most often deliver for environmental services and regional implementation bodies in the environmental domain.
Environmental permitting
Applications for environmentally relevant activities from intake to decision, with automatic deadline monitoring, advisory and review steps and complete file building. Requested activities and address details are enriched with data from national sources, so case officers work faster and more consistently.
Supervision & inspections
Planning, carrying out and recording inspections with digital checklists per sector or activity. Inspectors work offline-first on site: photos, findings and GPS location are captured and synchronise automatically back to the case file.
Enforcement
The complete enforcement process, from notice of intent and order subject to a penalty to re-inspection, with deadlines, decision templates and a watertight audit trail. Every step is traceable and legally sound, ready for any objection or appeal.
Environmental complaints & reports
A central process for environmental complaints and reports from residents and businesses, with registration, triage, linking to the right company or file, and feedback to the reporter. Patterns in complaints become visible and can direct supervision where it is needed.
Risk-based inspection
Data-driven inspection planning based on your own risk criteria: type of business, compliance history, complaints and environmental factors. The software prioritises where the risks are greatest, so scarce inspection capacity is deployed as effectively as possible.
Management & accountability
Dashboards showing output, processing times and enforcement results, broken down by participating municipality and by province. Management and directors can steer on figures and deliver periodic reports to clients without merging data by hand.
Who we build this software for
Software for the physical environment domain varies from organisation to organisation. We regularly see a number of organisation types, each with its own processes, participants and integrations, which we tailor the software to.
Environmental services (RUDs)
The roughly 28 environmental services that, as joint arrangements, carry out the environmental permitting, inspection and enforcement (VTH) tasks on behalf of their participants. We build software that supports the entire VTH process and keeps it traceable per participant. See also our VTH software.
Municipalities as participants
Municipalities that have assigned environmental tasks to an environmental service and want insight into output and results in their area. We ensure data is traceable and align with the municipal case management system. See also software for municipalities.
Provinces as clients
Provinces that, as the competent authority for larger environmental operations, have assigned tasks to an environmental service and expect accountability for inspection and enforcement. The software breaks results down by client and supports risk-based supervision of complex installations.
Public space complaints and reporting process
Services and municipalities that want to handle environmental complaints and reports about the living environment in a structured way, with triage and feedback to the reporter. A good fit with our public space reporting software.

Why Appfront for your environmental service?
Appfront builds custom software for public sector organisations in the Netherlands. We always start with a thorough analysis of your processes and existing systems — software must not only be technically correct, but also add practical value to the way your licensing officers, supervisors and enforcement officers work.
In every project we write clear documentation so that your own team, or a future supplier, can understand and manage the software. No black box and no vendor lock-in, but transparent code and clear agreements on monitoring, alerting and maintenance.
You work with a dedicated point of contact who understands both the technical and the functional side. This keeps communication short, prevents misunderstandings and speeds up decisions when choices need to be made during development.

Security, GDPR and BIO
Enforcement files and environmental complaints contain personal data and legally sensitive information. Appfront builds in line with the GDPR and aligns with the Baseline Informatiebeveiliging Overheid (BIO), the mandatory information security standard for the Dutch government. This includes data minimisation, role-based access following least privilege, encryption in transit and at rest, and regular audits, built in accordance with the OWASP ASVS.
We document the data flows so that your record of processing activities is complete and you can demonstrate compliance with the GDPR. Every case, inspection and enforcement action receives a watertight audit trail with timestamps and provenance, so decisions remain well founded even when challenged through objection or appeal. Where residents or businesses interact digitally with your service, we build to the accessibility requirements of WCAG 2.1 AA and DigiToegankelijk.

Frequently asked questions about software for environmental services
Answers to the questions we receive most often about custom software for environmental services.
Environmental service software supports the environmental VTH tasks (licensing, supervision and enforcement, plus inspections) that a regional environmental service, known in Dutch as an omgevingsdienst or RUD, carries out on behalf of municipalities and provinces. This covers permit processing, field inspections, enforcement and the handling of environmental complaints. A custom application aligns with your working processes and with the core task set under the Environment and Planning Act (Omgevingswet), with reporting per participating authority, since an environmental service is a joint arrangement with several clients. Appfront builds this software to measure, connecting it to national services such as the Omgevingsloket, the BAG and the ZGW case management system.
Off-the-shelf packages cover the basics, but environmental services have specific processes: risk-based supervision with their own weighting models, field inspectors who work offline on site, and reporting that must be broken down by each participating municipality and by the province. Custom software makes sense when you don't want to adapt your way of working to the software, when you need integrations with national services or existing case management systems, or when you want to automate processes that a standard package doesn't offer. During an intake, we work out together whether custom development, configuration or a combination of the two suits you best.
Yes. Supervisors and inspectors often work on location where there is no stable connection. We therefore build the inspection app offline-first: checklists, case details, photos and findings are stored locally on the device and sync automatically once a connection is restored. An inspection carried out in the field can be fully recorded and then flow seamlessly into the case file, including location data and timestamps for the audit trail.
Depending on your processes, we integrate with the services relevant to the environmental domain. Common examples are the BAG for address and building data, PDOK for geodata and map layers, the ZGW Zaak API for case-oriented working, and Digikoppeling for secure data exchange between government bodies. We build on a modern web stack and tailor each integration to your existing case management system and the agreements with your participating authorities.
An environmental service is a joint arrangement and is accountable to several clients: the participating municipalities and the province. We structure the data models so that every case, inspection and enforcement action can be traced back to the correct participant. This lets you break down output, processing times and enforcement results by municipality and by province in dashboards and periodic reports, without having to merge data by hand.
Yes. We build in line with the GDPR and align with the Baseline Information Security for Government (BIO), with data minimisation, role-based access, encryption in transit and at rest, and comprehensive logging. Enforcement files contain personal data and legally sensitive information, so we keep a complete audit trail and document the data flows for your record of processing activities. Where citizens or businesses communicate with the service digitally, we apply the WCAG 2.1 AA accessibility requirements in line with DigiToegankelijk.
Yes. Appfront regularly takes over existing applications, even where they were originally built by another party. We review the code, integrations, data models and error handling, document the current setup and propose improvements. From that point, we can handle changes, new functionality and monitoring, which is useful if you want to modernise an outdated VTH system step by step or build functionality around it.
We build for the roughly 28 environmental services and regional implementation services (omgevingsdiensten and regionale uitvoeringsdiensten, RUD) that carry out environmental VTH tasks (permitting, supervision and enforcement), and for the municipalities and provinces that participate in them under a joint arrangement (gemeenschappelijke regeling). Related implementation organisations in the physical domain, such as permitting, supervision and enforcement teams, also fit this kind of custom work. Wondering whether your process is a good fit?
