Custom VTH software development
Appfront builds custom software for the VTH process: permits, supervision and enforcement. From receiving and assessing permit applications and notifications, to planning and recording inspections and supporting enforcement procedures. The software connects to the Digital Environment and Planning Act System (DSO) and the Omgevingsloket, and to government standards such as the ZGW APIs and the BAG. For municipalities, environmental services and provinces, we build VTH software that fits your own working processes.

What is VTH software?
VTH stands for vergunningen, toezicht en handhaving (licensing, supervision and enforcement). VTH software supports this core process for a competent authority: receiving and assessing permit applications and notifications, planning and recording supervision and inspections, and managing enforcement procedures, from a warning through to an order subject to a penalty or an order for enforcement by the authority itself. Under the Environment and Planning Act (Omgevingswet), applications and notifications are submitted via the Omgevingsloket, part of the national DSO facility, and are then processed by the competent authority.
Custom VTH software means the software fits your own working processes, mandates and collaboration agreements, rather than the other way round. Think of automatically creating a case when an application comes in, scheduling inspections and recording them on site, monitoring deadlines and steps in an enforcement process, and linking everything to case-based working via the ZGW APIs and to address and object data via the BAG. Where an environmental service acts as the processing service, the software supports collaboration between the municipality, the province and the service.
Standard packages often cover a large part of the VTH process. Custom development is most worthwhile when you need processes that deviate from the standard, when you want to integrate existing systems, or when you need an additional portal or application alongside your core package. We first check whether custom development genuinely adds value for your municipality or organisation; sometimes a targeted integration or extension is the better choice.
Processing permits
Receive applications and notifications from the Omgevingsloket, automatically link them to a case and assess them step by step. With deadline monitoring, a complete file and a clear overview of what still needs to happen.
Supervision and inspections
Schedule inspections, record them on site and link them to the right case and object. Inspectors record findings and photos, including on mobile, so the file is always up to date and remains traceable.
Managing enforcement
Monitor enforcement procedures from a warning through to an order subject to a penalty or an order for enforcement by the authority itself, with the correct deadlines, letters and decisions. Every step is recorded so the procedure remains legally traceable.
Our development process for VTH software
We work to a methodology that removes uncertainty early and delivers stable software. From an initial analysis of your VTH process, organisation and systems through to going live and ongoing management, every step is aimed at software your team can understand, manage and trust.
We map out the VTH process, the division of roles between the municipality, the environmental service and the province, the required DSO connection and the relevant integrations. Together we decide what will be custom built and what can be handled through your existing systems.
We design the architecture and interfaces with the DSO, the ZGW APIs and the BAG, choose secure authentication, and define data flows and retention periods in line with the BIO and the GDPR.
Iterative development with automated tests, structured logging and monitoring. You see working versions along the way, so we can refine the VTH process together with your permit officers and supervisors.
Controlled go-live with data validation and a safety net, followed by ongoing management and further development. We keep pace with changes to the Omgevingswet (Environment and Planning Act) and the DSO interfaces.
What VTH software concretely delivers
We tailor every VTH solution to your process, organisation and adjacent systems. Below are the features we most often deliver for municipalities, environmental services and provinces that support the core VTH process under the Omgevingswet with software.
Receiving applications and notifications
Receive permit applications and notifications from the Omgevingsloket, automatically link them to a case and validate intake data. The applicant doesn't have to supply anything twice, and your case handlers start with a complete and correct file.
Assessment & permit issuing
Assess applications against the right criteria, gather advice and draft decisions based on approved templates. Statutory deadlines under the Environment and Planning Act (Omgevingswet) are monitored, and every assessment step is recorded in the case file so it can be traced.
Supervision & inspections
Schedule inspections, assign them to enforcement officers and record findings on site, including on mobile. Observations, photos and checklists go straight into the case, so the inspection file is always up to date and ready for any enforcement proceedings that follow.
Enforcement proceedings
Support enforcement from a formal warning through to an order subject to penalty or an order for administrative enforcement, with the related deadlines, letters and decisions. The system tracks each step and keeps the full process legally traceable.
Integrations with base registries
Connections to the ZGW APIs for case-based working, the BAG for address and object data, and Digikoppeling for secure message exchange. Where needed, we retrieve personal or base data via Haal Centraal, so data isn't recorded twice.
Dashboards & management
An overview of ongoing applications, open deadlines, planned inspections and active enforcement cases. Team leaders can see workload and processing times, and manage capacity and priorities within the VTH process.
For which government organisations
VTH software is used differently by each organisation, depending on who the competent authority is and how supervision and enforcement are organised. We see a number of variants come up often — for each of these we think along on process, DSO connection and the right integrations.
Municipalities
Municipalities that, as the competent authority, grant environmental permits and carry out supervision and enforcement. The software connects to the Omgevingsloket and the case management system, and fits within a broader landscape of software for municipalities and a municipal website.
Environmental services (RUDs)
Environmental services that carry out VTH tasks as the processing service for several municipalities and provinces. The software supports collaboration and data exchange between the service and the competent authority, with clear mandates, regional agreements and a watertight record of supervision and enforcement.
Provinces
Provinces that are the competent authority for certain activities and organise supervision and enforcement (often via an environmental service). The software supports the provincial role within the VTH process and the coordination with municipalities and services in the region.
Supplementing an existing core package
Organisations with an existing VTH system that need an additional portal, dashboard or integration. We build custom software alongside your core system, for example a public space reporting solution or a specific integration, without you having to replace your core package.

We build VTH software using a modern, maintainable web stack and the relevant government standards. The exact choice depends on your landscape and the DSO connection you need, so your own team can manage and further develop the software. We integrate with case-based working via the ZGW APIs, with object and location data via the BAG, with secure message exchange via Digikoppeling, and where needed with basic registration data via Haal Centraal.

Why Appfront for your VTH software?
Appfront builds custom software for the public sector and understands both the technology and the working environment. We always start with a thorough analysis of your existing systems and processes. VTH software needs to be technically sound, but it also has to add practical value for your permit officers, inspectors and legal advisers.
We work with government standards such as the DSO, the ZGW APIs, the BAG and Digikoppeling, and build in line with the Baseline Information Security for Government (BIO) and the GDPR. With every handover we write clear documentation, so your own team, or a future supplier, can understand and manage the software. No black box, just transparent code and clear agreements.
You work with a dedicated point of contact who understands both the technical and the functional side. This keeps communication short, prevents misunderstandings and speeds up decisions when choices need to be made during development.

Frequently asked questions about VTH software
Answers to the questions we are asked most often about custom VTH software.
VTH software supports the core processes of permitting, supervision and enforcement within a competent authority. The software receives and assesses permit applications and notifications, schedules and records supervision and inspections, and guides enforcement procedures such as a warning, an order subject to a penalty, or an order enforced by administrative action. Under the Environment and Planning Act (Omgevingswet), VTH software connects to the Digital System for the Environment and Planning Act (DSO): applications and notifications come in via the Omgevingsloket (Environment Counter) and are processed further in the software. Custom development means the software fits your own working processes, mandates and cooperation agreements, rather than the other way round.
The Digital System for the Environment and Planning Act (Digitaal Stelsel Omgevingswet) consists of the national facility (DSO-LV), including the Omgevingsloket, and the local systems of government bodies. An applicant carries out a permit check and submits an application or notification via the Omgevingsloket to the competent authority. Custom VTH software retrieves those applications and notifications, links them to a case and guides the handling process. Where an environmental service is designated as the processing body, the software supports collaboration between the municipality, the province and the environmental service. We align the connection with the current interfaces of the DSO.
We build VTH software for organisations that are the competent authority or carry out tasks on behalf of one: municipalities, environmental services (RUDs), provinces and collaborative partnerships between them. The software takes into account the division of roles under the Environment and Planning Act, under which a competent authority may have permit processing, supervision and enforcement carried out by an environmental service. We configure the software around your mandates, regional agreements and the way you organise supervision and enforcement.
Standard packages often cover a large part of the VTH process, but they struggle with specific collaboration agreements, integrations or working methods. Custom software makes sense when you need processes that deviate from the standard, when you want to connect existing systems, or when you need an additional application or portal alongside your core package. We first check whether custom software genuinely adds value; sometimes a targeted integration or extension of your existing system is the better choice.
VTH software rarely works in isolation. Commonly used integrations include the ZGW APIs for case-based working, the BAG (Basic Register of Addresses and Buildings) for address and object data, and Digikoppeling for secure message exchange between government organisations. Where personal or basic registry data is needed, Haal Centraal can be used. Which integrations are relevant depends on your landscape; we advise on the right set and build them according to the applicable standards.
VTH software processes personal data and sensitive information about locations, applicants and infringements. We build in accordance with the Dutch Baseline Information Security for Government (BIO) and OWASP guidelines, with data minimisation, role-based access and thorough logging. As this is government software, we build public-facing components to meet accessibility requirements (WCAG 2.1 AA / digital accessibility). We document data processing so that you can demonstrate GDPR compliance and keep your record of processing activities complete.
Yes. We regularly take over existing setups or build additional software alongside an existing VTH core system. We review the current architecture, integrations and error handling, document what is there and propose improvements. From that point on, we can add, extend and monitor integrations, portals or process components without you having to replace your existing system.
We start with an analysis of your VTH process, organisation and systems. We then design the architecture and integrations, build iteratively with working versions along the way, and go live in a controlled way with a safety net. After that, we provide ongoing management and further development. You work with a dedicated point of contact who understands both the technology and the VTH domain, so communication stays short. After an introductory conversation, we give you a realistic estimate.
