Custom citizen portal development
Appfront builds a custom citizen portal: a personal online environment where your residents handle their own affairs. Submit applications, track the status of cases, view personal details and receive messages, at any time of day. The portal logs in securely with DigiD, connects to your case management system, and is built from the first design step to be easy to use and digitally accessible.
What is a citizen portal?
A citizen portal is a secure personal online environment where residents handle their affairs with their municipality or implementing body themselves. After logging in with DigiD, the resident sees a personal overview: ongoing applications, the status of cases, received messages and their own personal details. Where residents used to phone or post a form, they now manage their affairs themselves, at a time that suits them. That lowers the threshold for the resident and the workload at your counter and phone lines.
In practice, a custom portal means: submitting applications with pre-filled details, tracking the status of a case in real time via the ZGW API integration, receiving messages from the Berichtenbox through MijnOverheid, and viewing personal details that come directly from the source. Everything in one environment, in plain language and aligned with the products you actually offer.
Off-the-shelf packages often force your service delivery into a fixed mould. A custom citizen portal matches your case types, your visual identity and your integrations, and grows along with your services as they change. Appfront builds the portal according to the applicable government standards and accessible from the first design step, so it complies with DigiToegankelijk and is usable for every resident. Personal online account
One secure environment per resident, accessed with DigiD. The resident sees only their own applications, cases, messages and details, neatly bundled rather than scattered across separate forms and channels.
Submitting applications and tracking cases
Residents submit applications online and follow the status of their case in plain language: received, in progress or completed. The statuses come directly from your case management system via the ZGW APIs.
Messages and notifications
Residents receive messages from your organisation within the portal and, where desired, in the MijnOverheid Berichtenbox. When a status changes or action is required, the resident is automatically notified.
Our development process for a citizen portal
We follow a method that removes uncertainty early on and delivers a portal that your residents understand and your organisation can manage. From an initial review of your services, case types and integrations through to going live and ongoing management, every step is focused on a My Account environment that is accessible, secure and maintainable.
We map out which products and case types residents should be able to handle themselves, which integrations are needed (DigiD, ZGW, MijnOverheid, BRP) and which accessibility and security requirements apply.
We design the user journey and interface with accessibility as a starting point, validate with real users, and establish the information architecture and integration architecture.
Implementation with automated tests, accessibility checks and monitoring. You see working versions along the way and steer based on what real users experience.
Controlled go-live with a substantiated accessibility statement, followed by ongoing management, monitoring and the step-by-step addition of new products and integrations.
What a citizen portal can do in practice
Every citizen portal is set up specifically for your products, processes and target group. Below are the features we most often deliver for organisations that want to offer their residents a complete self-service personal online account.
Submitting digital applications
Smart, pre-filled forms with which residents apply for products and services. Validation at the front end prevents errors, and the application lands directly as a case in your case management system, without re-typing.
Tracking the status of cases
Via the ZGW APIs, the portal retrieves the current status, documents and deadlines of a case and displays them in plain language. Residents see exactly where their case stands and what the next step is, if any.
Messages and notifications
A messaging centre within the portal, linked to the MijnOverheid Berichtenbox and to email. When a status changes or action is required, the resident automatically receives a notification through their preferred channel.
View personal details
Residents can see the details you hold on them, with personal data sourced via the BRP or Haal Centraal. Inaccuracies surface quickly, which improves data quality and gives residents more control.
Secure login with DigiD
Authentication via DigiD at the assurance level that suits your service, with session management and role-based access. Residents log in with confidence and are guaranteed to see only their own information.
24/7 self-service products
Order, pay for and manage products at any time, including outside office hours. A payment integration, automatic receipt confirmations and clear next steps reduce the load on your front desk and phone lines.
The organisations we build for
A citizen portal looks different for every organisation. We see a number of patterns recurring, and for each of them we have a working setup with attention to the right integrations, accessibility and management.
Municipalities
A municipal service desk where residents submit applications, track the status of their cases and receive messages. The portal connects to the case management system and municipal products, and sits alongside the X municipality website as part of a broader digital channel.
Implementing bodies
Environmental services, tax partnerships, social services and other implementing bodies that want to give residents or applicants their own My Account environment. Submit applications, exchange documents and follow processing, connected to your own back office and the relevant custom software.
Partnerships
Regional partnerships that need one shared portal for residents of several participating organisations. One recognisable personal account, with each organisation's own products, processes and data sources behind the scenes.
Housing associations & public service providers
Public and semi-public organisations that offer tenants or customers a self-service environment for applications, reports and tracking progress. See also our software for housing associations and software for water boards.

We build citizen portals with a modern, maintainable web stack and connect them to the government standards that apply to your process. The precise choice depends on your case management system, data sources and assurance levels, so that your own team or a future supplier can manage and further develop the portal. We explain the relevant integrations for a My Account environment below.
For resident login we build a DigiD integration, for case status a ZGW API integration, for messages a MijnOverheid integration, and for viewing personal details a BRP integration. If you also want residents to report public space issues from the same environment, take a look at our public space reporting software.
Why choose Appfront for your citizen portal?
Appfront builds custom software for the public sector. We always start with a thorough analysis of your services, processes and systems — a citizen portal must not only be technically correct, but also genuinely usable for every resident and fit into your existing IT landscape.
Accessibility is not an afterthought for us but a starting point. We build to WCAG 2.1 AA from the very first design step, test with real users, and deliver a portal for which you can publish a well-founded accessibility statement.
With every build, we write clear documentation and make sure your own team, or a future supplier, can understand and manage the portal. No black box, but transparent code and clear agreements on monitoring, maintenance and further development. You work with a dedicated point of contact who understands both the technical and the functional side.

Security, privacy and accessibility
A citizen portal processes personal data, so security and privacy are central. Login runs through DigiD at the required assurance level. Appfront builds in line with the Baseline Information Security for Government (BIO) and the OWASP ASVS: encryption in transit and at rest, role-based access, data minimisation and comprehensive logging. Residents can only ever see their own data.
We document the data flows and processing activities so that your record of processing activities remains complete and you can demonstrably comply with the GDPR. In addition, the portal is digitally accessible in line with WCAG 2.1 level AA and the EN 301 549 standard, as set out in the Dutch Temporary Decision on Digital Accessibility of Government. This means the personal account environment meets DigiToegankelijk requirements and is usable for residents with disabilities.

Frequently asked questions about a citizen portal
Answers to the questions we are asked most often about a personal account environment for residents.
A citizen portal is a secure online environment in which residents handle their affairs with their municipality or implementing organisation themselves. After logging in with DigiD, the resident sees a personal overview: ongoing applications, the status of their cases, messages received, personal details and products that can be requested. The portal replaces separate forms and telephone enquiries with a central self-service environment that is available day and night. Appfront builds such a personal account environment custom, tailored to your services and your existing systems.
Off-the-shelf packages often force your services into a fixed mould and are difficult to adapt to your own products, processes and visual identity. A custom citizen portal matches precisely the case types you offer, the integrations you need and the language that suits your residents. You keep control over accessibility, the user journey and further development, without being tied to a supplier's roadmap. For organisations with non-standard processes or several partners working together, custom software is therefore often the better fit.
A citizen portal typically integrates with DigiD for resident authentication, with the Zaakgericht werken (ZGW) APIs to show the status of cases, with MijnOverheid for messages in the Berichtenbox, and optionally with the BRP or Haal Centraal to view personal details. We also often integrate with your case management system, payment provider and email or notification services. Together with you, we determine which integrations are needed and build them using the official standards.
Yes. Government organisations are required to make their websites and apps accessible in line with WCAG 2.1 level AA and the EN 301 549 standard, as set out in the Temporary Decision on Digital Accessibility of Government (Tijdelijk besluit digitale toegankelijkheid overheid). Appfront builds the portal to be accessible from the very first design stage: semantic HTML, sufficient contrast, full keyboard operability, screen reader support and clear error messages. This allows you to publish a well-founded accessibility statement, and ensures the my-environment complies with DigiToegankelijk.
Yes, this is a core feature of the my-environment. Via the Zaakgericht werken APIs, the portal retrieves the current status of a case from your case management system and displays it to the resident in plain language: received, in progress, additional information required, or completed. For each case, residents can see the relevant documents, deadlines and any next steps, and can receive notifications when the status changes. This reduces telephone enquiries and makes your service more transparent.
Yes. A citizen portal processes personal data, so security and privacy are central. Login takes place via DigiD at the required assurance level. Appfront builds in line with the Baseline Informatiebeveiliging Overheid (BIO) and the OWASP guidelines: encryption in transit and at rest, role-based access, data minimisation and comprehensive logging. We document the data flows so that your record of processing activities remains complete and you can demonstrably comply with the GDPR. Residents see only their own data.
Yes. Appfront regularly takes over existing portals or personal account environments, even when they were originally built by another party. We review the architecture, integrations, accessibility and security, document the current set-up and propose improvements. From that point on, we can modernise the portal step by step, add new case types or bring accessibility up to standard, without your residents losing access to services.
We build citizen portals for municipalities, implementing organisations and partnerships that want to offer their residents a digital self-service environment. Think of a municipal counter where residents submit applications and track their status, an environmental service, a taxation partnership or a regional collaboration that needs one shared portal. We tailor the portal to your products, target audience and existing systems.
