Message box Ongoing Cases Via Logius & DigiKoppeling

Custom MijnOverheid integration development

Appfront builds custom integrations with MijnOverheid, the personal government environment run by Logius. We connect your application to the Berichtenbox to deliver formal messages and decisions digitally to citizens, and to Lopende Zaken to show the status of applications. The connection runs via Logius over DigiKoppeling, with your OIN and PKIoverheid certificate, and is addressed to the citizen's BSN.

What is a MijnOverheid integration?

MijnOverheid is the government's personal portal for citizens, managed by Logius. Citizens log in with DigiD to view their post and cases. The portal has three components: the Message Box (the digital letterbox), Ongoing Cases (the status of applications) and WOZ inspection. Organisations with a public task can connect to reach citizens through these channels.

A MijnOverheid integration is about outbound communication to citizens, not logging in. In practice, that means offering messages and decisions from your system to the Berichtenbox, or passing the status of an application on to Lopende Zaken. Every message is linked to the citizen's BSN (Dutch citizen service number), so that post reliably reaches the right person rather than being matched on the basis of an address.

Connecting runs via Logius and usually requires an OIN, a PKIoverheid certificate and DigiKoppeling. Appfront builds according to the official Logius connection documentation and the OWASP ASVS security standard. We guide your organisation through the onboarding process and align the integration, error handling and logging with your processes, so messages are submitted and delivered reliably.

Messages to the Message Box

Deliver formal messages, decisions and assessments digitally to the citizen's Message Box. Targeted at the BSN, so that post reliably reaches the right person, more securely and faster than paper post.

Status in Ongoing Cases

Show citizens the status of an application or case in Ongoing Cases, from received through to in progress and completed. This way an applicant knows exactly where their permit, objection or application stands, without having to phone.

Connecting via Logius

The integration runs over DigiKoppeling with your OIN and PKIoverheid certificate. Appfront guides you through the entire onboarding process with Logius and can also act as an intermediary submitting messages on behalf of your organisation.

Our development process for MijnOverheid integrations

We work with a proven methodology that removes uncertainty early and delivers a stable integration. From the onboarding process with Logius and the choice between Berichtenbox and Lopende Zaken to go-live and ongoing maintenance, every step is aimed at a connection your team can understand and trust.

What a MijnOverheid integration delivers in practice

Every MijnOverheid integration is set up specifically for your message types, processes and underlying systems. Below are the capabilities we most often deliver for municipalities and implementing bodies that communicate formally with citizens via MijnOverheid.

Sending messages to the Berichtenbox

From your case or line-of-business application, we provide messages and decisions to the Berichtenbox, addressed to the citizen's BSN. Suitable for individual messages as well as batch processing of large volumes, for example during a tax assessment round.

Updating Lopende Zaken

We connect your case management system to Lopende Zaken so that status changes (received, in progress, completed) become visible to the citizen automatically. Status updates follow the actual progress in your back office.

Status feedback and logging

For each message we track whether it has been submitted, delivered or rejected. If something deviates, a retry or an alert follows, so you can demonstrate that a formal message has actually been delivered.

DigiKoppeling, OIN and certificates

We set up the exchange with Logius over DigiKoppeling (ebMS2 or WUS), secured with your PKIoverheid certificate and identified via your OIN. We also handle the configuration in the Logius service register.

Connecting as an intermediary

Logius allows an ICT service provider to send messages as an intermediary on behalf of one or more government organisations. We can fulfil that role or work alongside your existing supplier, with clear agreements on responsibilities.

Integration with case and line-of-business applications

We link MijnOverheid to your case management system, permit application or tax package, so that messages and statuses are generated automatically from your processes. No manual retyping, just a reliable flow from the source.

Typical use cases in practice

A MijnOverheid integration works out differently for each organisation. We often see a number of patterns at municipalities and implementing organisations, and for each of them we have a working set-up that takes into account the connection requirements, the message types and the integration with your line-of-business application.

Municipalities

Municipalities that deliver property tax assessments, WOZ valuation decisions and permit decisions digitally to the Berichtenbox, and show the status of applications in Lopende Zaken. Also read about software for municipalities and our ZGW API integration for case-based working.

Implementing bodies

National and regional implementing bodies that deliver formal decisions, grants or refusals to large numbers of citizens. Batch processing to the Berichtenbox with full logging per message, so it can be demonstrated that a decision has been delivered.

Permits & applications

Processes around permits, subsidies and objections where the citizen wants to follow the status of their application. Lopende Zaken shows every step (received, in progress, completed), fed from your case management system, so the applicant does not need to phone.

Taxes & WOZ

Tax collaborations and municipal tax departments that deliver assessments and WOZ decisions digitally to the Berichtenbox. A single assessment round means large volumes of messages to the correct BSN, with status feedback and a reliable safety net for exceptions.

Technology we use

We build MijnOverheid integrations in line with Logius's official connection guides, over DigiKoppeling and secured with PKIoverheid. On your side, we choose the backend stack that suits you, so your own team can manage or further develop the connection.

Why choose Appfront for your MijnOverheid integration?

Appfront has extensive experience building integrations for a wide range of organisations in the Netherlands, including government standards. We always start with a thorough analysis of your existing systems and processes — a connection must not only be technically correct, but also add practical value to the way you work.

For every integration, we write clear documentation and make sure your own team, or any future supplier, can understand and manage it. No black box, just transparent code and clear agreements on monitoring, alerting and maintenance.

You work with a dedicated point of contact who understands both the technical and the functional side. This keeps communication short, prevents misunderstandings and speeds up decisions when choices need to be made during development.

Security and privacy in MijnOverheid integrations

Messages in MijnOverheid are linked to the citizen's BSN (citizen service number) and therefore always contain personal data. Exchanges with Logius are encrypted over DigiKoppeling, with mutual authentication using PKIoverheid certificates. On top of this, Appfront builds in line with the OWASP ASVS: certificates and keys are kept in secure vaults, access follows the principle of least privilege, and every message exchange is fully logged.

As this is a government channel, strict connection requirements apply: a valid OIN, a current PKIoverheid certificate and a connection that follows the Logius standards. We document the data flows and the connection so that your record of processing activities is complete and you can demonstrate compliance with the GDPR. For each message, we record whether it was sent, delivered or rejected.

More on our security approach: information security policy and CVD policy.

  • GDPR-compliant data processing and data minimisation
  • DigiKoppeling with mutual PKIoverheid authentication
  • Encryption in transit (TLS 1.2+) and at rest
  • Role-based access and least-privilege principles
  • Audit logs with traceable message exchange
  • Automatic retries and dead-letter queues
  • Timely renewal of the PKIoverheid certificate
  • Documentation for your record of processing activities

Frequently asked questions about MijnOverheid integrations

Answers to the questions we are asked most often about MijnOverheid connections.

MijnOverheid is the personal government environment for citizens, managed by Logius. A MijnOverheid integration is a technical connection that allows your organisation to send messages to citizens' Berichtenbox (message box) or to show the status of applications in Lopende Zaken (ongoing cases). It is therefore about outgoing communication to citizens — not about logging in. Messages are addressed to the citizen's BSN (citizen service number), so mail reaches the right person with certainty. Connecting runs via Logius, often over DigiKoppeling.

The Message Box is the digital letterbox within MijnOverheid where citizens receive formal messages and decisions, such as tax assessments, WOZ property valuation decisions, or permit decisions. Ongoing Cases shows the status of applications and cases still being processed, for example a submitted permit application or an objection. Both parts of MijnOverheid can be connected separately or together. Which combination makes sense for you depends on your processes and the messages you wish to deliver digitally.

No. DigiD is the login method that citizens use themselves to sign in to MijnOverheid and view their messages and cases. A MijnOverheid integration concerns the other side: your organisation sending messages to citizens or showing the status of an application. If you want citizens to be able to log in securely to your own portal or application, a DigiD integration is the right solution. We build both and are happy to explain which one you need.

Connecting to the Berichtenbox or Lopende Zaken runs via Logius and usually requires a number of fixed building blocks: your organisation must have a public task and be permitted to use the BSN, have an OIN (Organisation Identification Number) and a PKIoverheid certificate, and be able to work with DigiKoppeling. ICT service providers may also connect as an intermediary and send messages on behalf of one or more government organisations. We guide your organisation through this onboarding process and build the technical integration.

Yes. Logius allows an ICT service provider to act as an intermediary, connecting to the Berichtenbox and sending messages on behalf of one or more government organisations. Appfront can take on this role, or work with your existing supplier and build the integration from your own application. We agree in advance which OIN and which PKIoverheid certificate will be used, and record who is responsible for what, so responsibilities and the audit trail remain clear.

We connect in line with Logius's official connection guides. Messages to the Berichtenbox and the exchange with Lopende Zaken run over DigiKoppeling (ebMS2 or WUS), secured with a PKIoverheid certificate and identified with your OIN. On your side, we build the integration with the backend stack that suits you — Node.js, Python, PHP, .NET or Java — with structured logging, error handling and monitoring, so you can see whether a message has been submitted, delivered or rejected.

Yes. Because messages are linked to the citizen's BSN (Dutch citizen service number), they always involve personal data and strict requirements apply. The exchange with Logius is encrypted over DigiKoppeling with mutual authentication via PKIoverheid certificates. Appfront builds to the OWASP ASVS: certificates and keys are held in secure vaults, access follows least privilege, and every message exchange is fully logged. We document the data flows so that your record of processing activities stays complete and you can demonstrate GDPR compliance.

Yes. Appfront regularly takes over the maintenance of existing government integrations, even if they were originally set up by another party. We review the connection, the DigiKoppeling configuration, the certificates and the error handling, document the current set-up and draw up improvement proposals. After that, we can handle changes, extensions — for example Lopende Zaken alongside the Berichtenbox — and monitoring, including timely renewal of the PKIoverheid certificate.
