Standards framework as a checklist with evidence Licence application complete Inspection and findings followed up

Custom audit preparation for the labour provider standards framework

Appfront builds software for temporary employment agencies, secondment firms and other labour providers preparing for the licensing regime. Under the Wtta, labour providers need a licence, and one of the requirements is an inspection report on the standards framework. The software sets out the standards as a checklist, collects the evidence for each standard, keeps track of the parts of the licence application, and follows up findings from the inspection until they are resolved.

What is software for audit preparation against the standards framework for labour providers?

The Act on Licensing of Temporary Agency Work, the Wtta, introduces a licensing regime for labour providers. The regime starts on 1 January 2027, and labour providers must apply for their licence in that year. From 1 January 2028 it will be prohibited to supply or hire out agency workers without a licence, including hiring from a labour provider that does not hold one. One of the conditions for a licence is an inspection report showing that the labour provider complies with the standards framework.

Many labour providers already hold a quality mark and are already inspected, but the standards framework and the licence require more, and the deadlines are tight. In practice, preparation is often done in a spreadsheet, with evidence scattered across folders and systems. What the inspector will ask for is not found in one place per standard, and the other parts of the application are arranged separately.

We build custom solutions because labour providers differ: which forms of hiring out you do, which administration you use, whether you already hold a quality mark, and how your organisation is set up. What the standards framework requires exactly and how the inspection proceeds are determined by the regulations and the inspection body; if in doubt, check with your adviser or trade association.

How we build audit preparation software for the standards framework for labour agencies

We start with your organisation: which forms of labour hire you offer, what administration you keep, which quality mark you hold, and how far along you are with preparation. If you already maintain a file for the SNA inspection, we build on it. Much of the evidence is the same, and what the standards framework adds is layered on top.

Why Appfront for your audit preparation software for the standards framework for labour agencies?

Frequently asked questions about audit preparation software for the standards framework for labour agencies

Questions labour agencies ask before getting started with this.

It sets out the standards as a checklist, gathers the evidence per standard from your administration, tracks the components and deadlines of the licensing application, and follows up findings from the inspection until they are resolved.

Under the Wtta, labour agencies need a licence to supply workers. The regime starts on 1 January 2027, and from 1 January 2028 hiring out and hiring in without a licence is prohibited. For what applies to your situation, check with your adviser or industry association.

A set of standards that a temporary employment agency must meet, covering among other things personnel, payroll and financial administration. An inspection body checks this, and the inspection report is one of the conditions for licensing.

Much of the evidence you keep for a quality mark can also be used for the normative framework. The framework and the licence application ask for more in some areas. The software builds on your existing file and shows what still needs to be added.

Besides the inspection report, it includes, among other things, a certificate of good conduct and a security deposit. The software tracks which components are in place, their status and when they need to be completed.

Yes. An advisor or inspector can be given access to the part they need. That way they can review the file without documents being emailed back and forth.

Check that first. Some packages prepare you for the Wtta, and they may be sufficient. Custom development makes sense if your evidence is currently scattered, if you have several entities, or if you want to build on an existing file.
