What is cemetery administration software?

Cemetery administration software brings everything involved in running a cemetery together in one system: a digital map with all graves, a register of graves and rights holders, administration of grave rights, planning of burials and clearances, maintenance management and invoicing. The Burial and Cremation Act requires a cemetery manager to keep a public register of who is buried where. A good system keeps that register up to date, searchable and traceable.

Many cemeteries still work with a mix of paper registers, loose spreadsheets and an outdated package. As a result, it is hard to see which grave rights are expiring, who the rightsholder is and which maintenance is outstanding. Off-the-shelf packages rarely match a municipality's or private cemetery's own burial regulations and fee structure. Custom software follows your working process instead of the other way round, and can connect to the systems you already use.

Appfront builds this software to measure and aligns grave registration, rights management and invoicing with your actual processes. We work in line with the OWASP ASVS security standard and align with government frameworks such as the Baseline Information Security for Government (BIO). This gives you a system that grows with your cemetery and that your own team can understand and manage. Read more about our approach to custom software development.

Grave register and map

A digital map linked to the grave register. Click a grave to see its location, grave type, rightsholder, burials and the status of the grave right. The public burial register stays up to date and searchable.

Grave rights at a glance

See at a glance which rights have been issued, which will expire soon and which have already lapsed. The system raises timely alerts so you can write to rights holders within the statutory period about renewal or the release of the grave.

Maintenance and invoicing

Maintenance tasks and costs linked to the correct grave, with invoicing for grave rights and maintenance based on your own tariffs. For municipalities, this data can be passed on to the municipal tax administration for levying and collection.

How we build your cemetery software

We work with a methodology that removes uncertainty early and delivers a stable system. From an initial analysis of your cemetery regulations, registers and maps through to go-live and ongoing management, every step is aimed at software your team can understand and trust.

1
Analysis and regulations

We map your cemeteries, the regulations, the tariff structure and the current registers and maps, along with the legal obligations surrounding grave rights and the public register.

2
Design and migration

We design the data model for graves, rights and rights holders, and draw up a migration plan for your existing data and maps.

3
Build & iteration

Implementation with automated tests, structured logging and monitoring. You see working versions along the way and steer the work based on your own day-to-day practice.

4
Go-live & management

Controlled go-live with validation of the migrated grave registration, followed by ongoing management and further development.

What the software can concretely do

Every cemetery works slightly differently, so we configure the software around your regulations, tariffs and processes. Below are the features most often requested by municipalities and private cemeteries.

Grave registration and map

An interactive map linked to the grave register. For each grave, you record the type, location, dimensions, burials and rightsholder. The BAG API can supply location and address data, so your records align with the official national register of addresses and buildings.

Grave rights management

Issuing, renewing and expiry of grave rights in one flow. The system monitors the legal minimum term, flags rights nearing expiry and supports the mandatory notification of rightsholders, digitally if you wish via a MijnOverheid integration.

Funeral planning

Schedule funerals and interments with date, time, grave location and the funeral director involved. Available graves are pulled directly from the site plan and double bookings are prevented, so planning runs smoothly and remains traceable.

Grave clearances

Support for the clearance process in line with the legal requirements, including the minimum grave rest period. The system tracks which graves qualify, which notices have been sent and which next steps are scheduled.

Maintenance management

Record maintenance tasks per grave or per plot, flag overdue maintenance and keep track of agreements with rightsholders about grave upkeep. Maintenance costs can be linked to the invoicing of the correct grave.

Invoicing & grave search

Invoicing for grave rights and maintenance based on your tariff schedule, passed on to the municipal tax administration where applicable. A public grave search function helps next of kin find a grave themselves, accessible to WCAG 2.1 AA.

Who we build this software for

Cemetery management differs from one organisation to another, but a number of patterns come up again and again. For each of them, we align the regulations, tariff structure and integrations with the requirements of that organisation.

Municipal cemeteries

Under the Burial and Cremation Act (Wet op de lijkbezorging), municipalities must maintain at least one cemetery. Management often sits with the public space or civil registration departments. The software supports grave registration, rights management and the delivery of data to the municipal tax administration. See also our software for municipalities and municipal websites.

Church and special cemeteries

Churchyards, church cemeteries and other special cemeteries with their own board and regulations. Often with limited management capacity, so a clear system for graves, rights and maintenance replaces much manual work and paper administration.

Crematorium organisations

Organisations that manage a crematorium alongside cemeteries or urn gardens. One system for both ashes destinations and graves, covering rights, rights holders and maintenance administration, with uniform invoicing across the different facilities.

Management organisations & partnerships

Foundations and partnerships that manage several cemeteries for different owners. The software supports multiple locations, each with its own regulations and tariff structure, within a single environment, with separate permissions and traceable administration per cemetery.

Why choose Appfront for your cemetery software?

Appfront builds custom software for a wide range of organisations in the Netherlands, with careful attention to the processes around it. We always begin with a thorough analysis of your existing registers, site plans and regulations. Software needs to be technically sound, but it should also add real practical value to the way you work.

On every project we write clear documentation so that your own team, or any future supplier, can understand and manage the software. No black box, just transparent code and clear agreements on monitoring, alerting and maintenance.

You work with a dedicated point of contact who understands both the technical and the functional side. This keeps communication short, prevents misunderstandings and speeds up decisions when choices need to be made during development.

Security and privacy in cemetery software

A cemetery administration holds personal data of the deceased and of rights holders. Appfront builds according to the principle of data minimisation and the OWASP ASVS, and aligns with the Dutch government's Baseline Information Security (BIO). In practice, this means role-based access, scoped permissions, secrets kept in secure vaults and full audit logging of sensitive operations.

For public-facing components, such as a grave search function, we design to the digital accessibility requirements (WCAG 2.1 AA / DigiToegankelijk). We document the data flows so that your record of processing activities is complete and you can demonstrably comply with the GDPR. This way, every operation on grave rights and rights holders remains traceable.

More on our security approach: information security policy and CVD policy.

  • GDPR-compliant data processing and data minimisation
  • Encryption in transit (TLS 1.2+) and at rest
  • Role-based access and least-privilege principles
  • Audit logs with traceable operations on graves and rights

Frequently asked questions about cemetery software

Answers to the questions we receive most often about cemetery administration software.

Cemetery administration software is a system with which a cemetery manager manages graves, grave rights, burials, exhumations, maintenance and invoicing in a single environment. The software combines a digital site plan of the cemetery with a register of graves and rights holders, in line with the obligation under the Burial and Cremation Act to keep a public register of burials. Custom development means the system fits your own cemetery regulations, fee structure and working processes, rather than forcing you to adapt your way of working to a standard package.

The software is designed for cemetery administrators. These are primarily municipalities, where management often sits with the public space or civil registration department and where, under the Burial and Cremation Act, a municipality must maintain at least one cemetery. Church and other special-purpose cemeteries also use it, as do crematorium organisations that manage burial grounds alongside ash-scattering sites. The regulations and tariff structure differ by type of organisation, and we tailor the software accordingly.

For each grave, the software records which right has been issued, to whom, for which period and when it expires. The Burial and Cremation Act requires that an exclusive right to a grave be granted for at least ten years and that it can be renewed. The system flags expiring rights in good time, supports the mandatory notification of rights holders within the statutory deadline, and tracks the status of issued, renewed and lapsed rights, so that renewal, buy-out or the release of a grave is handled in a structured way.

The software can integrate with national government services relevant to cemetery management. A BRP integration allows data on deceased persons and rights holders to be consulted, the BAG API makes location and address data available, and MijnOverheid can deliver notices about expiring grave rights digitally to the Berichtenbox (digital inbox). Which integrations make sense depends on your organisation and legal basis; we set them up in line with the applicable standards and authorisations.

Costs depend on the size and number of cemeteries, the functionality you need, how much data from existing registers and maps needs migrating, and the integrations with other systems, such as the municipal tax administration or national government data sources. Ongoing maintenance and support also play a part. We always provide a clear quote following a no-obligation analysis of your situation.

Yes. The software processes personal data of deceased persons and rights holders and is therefore built in accordance with the GDPR and the principle of data minimisation, with role-based access and full logging. We align with the Dutch Baseline Information Security for Government (BIO) and build to the OWASP ASVS. Public-facing components, such as a grave search function, are designed to meet the digital accessibility requirements (WCAG 2.1 AA). We document the data flows so that your record of processing activities remains complete.

Yes. We regularly take over existing administrations, even if they are still partly on paper, in spreadsheets or in an outdated package. We map the current data and maps, draw up a migration plan, and check the migrated grave registration and rights holders for completeness. From that point on, we can manage, extend and integrate the software with other systems, with clear documentation so that your own team understands the solution.

The software calculates the amounts for issuing and renewing grave rights and for maintenance, based on your own tariff schedule and regulations. Invoices or assessment lines can be generated and, for municipalities, supplied to the municipal tax administration so that levying and collection follow the standard process. The system keeps track of the links between grave, right, rights holder and invoice, so that renewals, supplementary charges and remissions remain traceable.
