Custom SCORM-compatible learning environment development
SCORM-compatible learning environment built to your requirements: a learning platform that works seamlessly with all your existing e-learning content. We develop custom learning environments that play SCORM 1.2, SCORM 2004 and xAPI packages correctly, track progress and report results. No vendor lock-in, full control over your data and a system that fits your training processes exactly.
SCORM as the foundation for interoperable e-learning
SCORM stands for Sharable Content Object Reference Model. It is a technical standard that defines how e-learning content communicates with a learning management system (LMS). Without SCORM support, you are dependent on the tools you use to create content. With SCORM, you can run content from any supplier or authoring tool within the same learning environment.
Why SCORM compatibility is essential
At its core, SCORM has two parts: it defines how content is packaged (the PIF format with an imsmanifest.xml) and how content communicates with the LMS during playback via a JavaScript runtime API. This API allows progress, scores, time spent and completion status to be passed on. When your learning environment implements this standard correctly, content created with ADL-certified authoring tools works without modification.
This means you can purchase training material or produce it in-house with tools such as Articulate Storyline, Adobe Captivate or iSpring Suite, and have that material run directly on your own platform. No conversions, no workarounds, no dependence on a single supplier.
Core functionality of a SCORM learning environment
A well-functioning SCORM learning environment does far more than display content. It includes a complete runtime engine, detailed tracking, clear reporting and flexible content management. This is what we build when you commission a custom learning environment from us.
Runtime environment and API adapter
At the heart of every SCORM learning environment is the runtime: the JavaScript API adapter that handles communication between content and LMS. We implement both the SCORM 1.2 API (API object with LMSInitialize, LMSGetValue, LMSSetValue) and the SCORM 2004 API_1484_11 interface. The adapter translates content calls into database writes and ensures that suspend_data is stored correctly, so learners can resume exactly where they left off.
- SCORM 1.2 and 2004 API adapter
- Correct handling of Initialise, Commit and Terminate
- Suspend data for resume functionality
- Error handling in line with the ADL specification
Detailed learning progress tracking
Every SCORM data model element that the content passes on is stored and indexed. From cmi.core.lesson_status (SCORM 1.2) and cmi.completion_status (SCORM 2004) to cmi.core.score.raw, cmi.interactions and cmi.core.session_time. This allows you to see exactly what has happened per learner, per module and per test question. That granularity makes it possible to intervene in a targeted way when learners get stuck.
- Full score tracking (raw, min, max, scaled)
- Completion status and duration
- Interaction tracking per test question
- Bookmark and resume position
Reporting and certification
Collecting data is only valuable if you do something with it. We build reporting dashboards that give real-time insight into completion rates, average scores, turnaround times and drop-off patterns. Optionally, we connect reports to Power BI or other BI tools for deeper analysis. Automatic certificate generation after a module is completed is available as standard.
- Real-time dashboards per team and individual
- Automatic certificate generation (PDF)
- Export to Excel, CSV and BI tools
- Compliance reports for audits
Upload and manage content
Your content managers need to be able to upload SCORM packages, organise them into course structures and assign them to user groups independently. We build a management interface where you upload ZIP packages, the system automatically parses the imsmanifest.xml and extracts the course structure, metadata and requirements. Version control and rollback are built in.
- Drag-and-drop package upload
- Automatic manifest parsing
- Version control with rollback
- Course structure and learning paths
Roles, groups and assignments
A learning environment running in production needs to manage users at scale. We implement roles (learner, trainer, manager, administrator), group structures that mirror your organisational hierarchy, and automatic assignment rules. New employees automatically receive the right onboarding programme, and departments receive their compliance training.
- Role-based access control
- Automatic course assignment
- LDAP/SSO integration available
- Group management at organisation level
Integration with existing systems
Your learning environment doesn't stand alone. We build integrations with HR systems, identity providers (SSO via SAML/OIDC), course administration software and external content libraries. Through REST APIs, external systems can enrol learners, retrieve results and trigger certificates.
- SSO via SAML 2.0 and OpenID Connect
- REST API for external integrations
- Webhooks for real-time events
- HR system synchronisation
SCORM versions, xAPI and cmi5: which standard suits you?
The e-learning standards landscape is broader than SCORM alone. Alongside SCORM 1.2 and SCORM 2004, there are more modern alternatives such as xAPI (Experience API) and cmi5. We build learning environments that support multiple standards, so you don't have to choose but can combine them.
| Standard | Strengths | Limitations | When to choose |
|---|---|---|---|
| SCORM 1.2 | Widely supported by authoring tools. Straightforward to implement. By far most existing content is in this format. | Limited data model. No sequencing. Maximum of 4,096 bytes of suspend_data. | You have existing content in SCORM 1.2 or work with authoring tools that primarily export SCORM 1.2. |
| SCORM 2004 | Extended data model. Sequencing and navigation. Larger suspend_data. Interactions tracked in detail. | More complex implementation. Not all authoring tools support all editions (1st to 4th). | You need detailed tracking, sequencing or complex course structures. |
| xAPI (Tin Can) | No browser restrictions. Tracking outside the LMS (mobile, simulations, VR). Flexible statement model. | Requires a Learning Record Store (LRS). No standard packaging format. Less authoring tool support than SCORM. | You want to track learning activities beyond the browser: mobile apps, workplace learning, simulations. |
| cmi5 | Combines SCORM packaging with xAPI tracking. The best of both worlds. A future-proof standard. | Relatively new. Less content available. Requires both an LMS and an LRS. | You are building a new platform and want to be prepared for the future without abandoning existing content. |
In practice, we see that most organisations start with SCORM 1.2 and 2004 support, as the vast majority of available e-learning content exists in these formats. We advise including xAPI support in the architecture so that you can expand easily in future. Our learning environments support both SCORM versions as standard and can be extended modularly with xAPI and cmi5.
Compatibility with all common authoring tools
Your e-learning content is created in authoring tools. It is crucial that the learning environment plays that content correctly, regardless of which tool was used. We test our runtime engine against the output of all common tools to ensure compatibility.
The most widely used authoring suite in the world. Exports to SCORM 1.2, SCORM 2004 and xAPI. Our runtime has been thoroughly tested against Storyline 360 and Rise 360 output, including complex branching scenarios and quiz interactions.
Adobe Captivate produces SCORM packages with specific manifest structures and interaction types. We make sure the API adapter handles Captivate's suspend_data format and quiz reporting correctly.
iSpring Suite creates SCORM packages straight from PowerPoint, and is popular for fast content production. Our learning environment fully supports iSpring's specific interaction tracking and progress reporting.
Lectora is widely used in corporate e-learning and compliance environments. It generates SCORM 1.2 and 2004 packages with extensive navigation options, which our runtime handles correctly.
Using a different authoring tool, or have your own HTML5 content? No problem. Any tool that exports valid SCORM packages conforming to the ADL specification works with our runtime engine. We test your specific content in advance to validate compatibility.
Technology and architecture
A learning environment that has to run in production for hundreds or thousands of users requires careful technical architecture. We build on proven technologies that guarantee scalability, performance and maintainability.
Frontend and user experience
We build the user interface with React or Next.js for a fast, responsive experience. The SCORM API adapter is loaded in the browser as a JavaScript module and acts as the bridge between the SCO (Sharable Content Object), which runs in an iframe, and the backend API. The learner interface is optimised for desktop and tablet, with a clear navigation model and immediate feedback on progress.
- React or Next.js frontend
- SCORM API adapter as a client-side JavaScript module
- Content rendering in a sandboxed iframe
- Responsive design for desktop and tablet
- Real-time progress indicators
Backend and data storage
The backend processes API calls from the SCORM adapter, stores learning data, and manages users, courses and permissions. We use Node.js or Python (Django/FastAPI) as the backend, PostgreSQL for relational data (users, courses, results) and S3-compatible object storage for SCORM packages. The architecture scales horizontally, so growth is not a problem.
- Node.js or Python backend (Django/FastAPI)
- PostgreSQL for learning and user data
- S3-compatible storage for content packages
- Redis caching for session and runtime data
- Docker containers for reproducible deployments
How the SCORM runtime works technically
When a learner opens a course module, a defined technical flow takes place. The learning environment loads the SCORM API adapter in the parent window and opens the SCO in an iframe; the content then calls the API via JavaScript to read data (GetValue) and write data (SetValue). With each Commit call, the changed data elements are synchronised to the backend. On Terminate, the session is closed and the final status is determined.
Our architectural choices align with what we use when building web applications and custom software: proven technologies, scalable patterns and a clear separation of responsibilities.

Technical expertise in e-learning standards
We understand not only the SCORM specification, but also the pitfalls in practice: authoring tools that do not fully follow the spec, edge cases in suspend_data handling, and the subtle differences between SCORM 2004 editions. That knowledge translates into a runtime engine that works reliably with real-world content, not just with test packages.
- In-depth knowledge of the SCORM data model
- Experience with real-world content compatibility
- Agile approach with two-weekly sprints
Built around your processes
With a SaaS LMS, you adapt your processes to the platform. With a custom learning environment, we build the platform around your processes. That applies to everything: from how courses are assigned, to how certificates are generated, to which reports your compliance department needs. That makes the difference between a tool you put up with and a tool that empowers you.
- The platform fits your way of working, not the other way round
- No unnecessary features, just exactly what you need
- Further development at your pace and priorities
Common applications
SCORM-compliant learning environments are used in a wide range of contexts, from mandatory compliance training to voluntary further education, and from internal onboarding to external partner certification. Below are the most common scenarios for which organisations come to us.
Compliance and safety training
Organisations in regulated sectors must demonstrate that employees have completed certain training. A SCORM learning environment records per person which modules have been completed, with what score, and when. This creates an audit trail that stands up to inspections. See also our compliance training platform page for sector-specific solutions.
Onboarding and induction programmes
New employees work through a structured programme consisting of e-learning modules, videos and assessments. SCORM tracking ensures that HR and managers can see exactly where a new employee stands in the programme. Automatic reminders and deadlines keep the pace up.
Certification pathways and examinations
For professional groups that must recertify periodically, a SCORM learning environment offers the ability to administer examinations with detailed interaction tracking. For each assessment question, the answer given, the time spent and whether it was correct are recorded. Ideal for pharmaceutical and medical environments.
External partner and dealer training
Organisations that sell through partners or dealers need to train those partners on products and processes. A SCORM learning environment with a multi-tenant architecture makes it possible to give each partner organisation its own environment, with its own branding, users and reports, while you manage the content centrally.
Security and GDPR compliance
A learning environment processes personal data: names, progress, assessment results and certifications. That makes privacy and security not optional but fundamental. We build learning environments that comply with the GDPR and protect your data at every level.
- GDPR compliant: data minimisation, retention periods, right of access
- Encrypted data in transit (TLS) and at rest (AES-256)
- Role-based access control at all levels
- Audit logging of all administrative actions and data access
- Hosting on European servers (no data outside the EU)
- Exam integrity: browser lockdown options, time limits, randomisation
- Regular security audits and penetration testing available
