That software is for rental companies: no hire of a machine with an expired inspection, and the certificate travels with the hire. This software is for the own machine fleet of a contractor or earthmoving company: deployment on your own projects, the construction site and the operator.
That depends on the machine and how it is used. Work equipment is subject to an inspection requirement under the Dutch working conditions rules (arboregels), and lifting appliances and some other machines have additional requirements. Confirm what applies to your machines with your inspection body or adviser.
Each machine gets a code, for example a sticker. Anyone scanning it on the construction site can see whether the inspection is valid and open the certificate. That way nobody has to phone the office.
A machine with an expired or failed inspection cannot be deployed in the planning, or it gives a clear warning, depending on what you choose. The machine is only available again after a new inspection.
If you want. For machines that require an operator certificate, the deployment check confirms that the scheduled operator holds it and that it is valid.
Check that first. Some equipment management packages keep inspection records, and that may be enough. Custom development makes sense if certificates are currently kept in a folder, if you want to show them on site, or if you want to check machine and operator together.
