Custom portal tool for the energy saving information obligation
Organisations that use a lot of energy must report every four years which energy-saving measures they have taken. This is done per location, via the RVO eLoket (the Netherlands Enterprise Agency's online portal), and the next round must be submitted by 1 December 2027 at the latest. If you have many locations, or work as an adviser for many clients, you are probably gathering that data in spreadsheets right now. Appfront builds a portal that brings locations, measures and evidence together per location, so your report is ready before the deadline starts to bite.
What is a portal tool for the energy-saving reporting obligation?
The energy-saving obligation applies to companies and institutions that use 50,000 kWh of electricity or more per year, or 25,000 cubic metres of natural gas or the equivalent. They must take the energy-saving measures that pay for themselves within five years. Alongside this obligation comes the reporting obligation: every four years, you report which measures have been taken. For many activities, those measures are listed in the Recognised Measures List (Erkende Maatregelenlijst). The report is submitted per location via the RVO eLoket, using eHerkenning (the Dutch business login) and an authorisation for RVO, or via an intermediary.
For a single property, that is an afternoon's work. For a retail chain with eighty branches, a school board with thirty buildings or an adviser with a hundred clients, it is a project. For each location, you need to determine whether it meets the threshold, which measures apply, what has already been done, and what the evidence is. That information sits with location managers, installers and the property department, and ends up in spreadsheets that nobody can keep track of any more.
We build custom portals because organisations differ: how many locations, which activities, who supplies the data, and whether you report for yourself or as an adviser for clients. Which measures apply to your activities is set out in the regulations and the Recognised Measures List; the portal follows these and is updated when they change.

Consumption, threshold and status per location in one overview.
Measures with evidence
For each measure, what has been done, with the evidence attached.
Ready for the eLoket
The data per location, ready for the report.
How we build your portal tool for the energy-saving reporting obligation
We start with your locations and the way you work: how many locations, which activities, where the consumption data comes from, who knows which measures have been taken, and whether you report for yourself or for clients. We often begin with the location register including consumption, because that shows which locations the obligation applies to. Next come the measures per location, the tasks for the people who supply data, and the overview for the report. That way, you can see well before the deadline what is still outstanding, rather than only in November.

Who we build a portal tool for the energy-saving reporting obligation for
The portal is intended for those who handle the reporting obligation for many locations. The more locations, the more it delivers.
Retail chains
Many branches. An overview per location matters most.
Education and healthcare
Many buildings. Keeping the evidence together is the key.

Why Appfront for your portal tool for the energy-saving information obligation?
A report pieced together from dozens of spreadsheets in the final weeks misses measures and evidence, and a forgotten location only comes to light during an inspection by the environmental agency. That is what we build on: all locations in one overview, measures with evidence, and data that is ready for the eLoket.
No spreadsheets
Everything in one portal.
In time
Clear view of what is still open.
Demonstrable
Evidence for every measure.
Security and privacy for a portal tool for the energy-saving information obligation
The portal contains data on locations, consumption and measures, and for advisers, data from multiple clients. Access is set up per role, client and location, so everyone only sees what belongs to their role, and every change is logged.
The portal runs in a European data centre, with encrypted storage and daily backups. We record the processing in a data processing agreement.
Frequently asked questions about a portal tool for the energy-saving information obligation
Questions that organisations and advisers ask before getting started.
Companies and institutions that fall under the energy-saving obligation must report every four years which energy-saving measures they have taken. The report is submitted per location via the RVO eLoket. The next round must be submitted by 1 December 2027 at the latest.
It applies to companies and institutions that use 50,000 kWh of electricity or more per year, or 25,000 cubic metres of natural gas or the equivalent. Whether your location falls under it depends on consumption and activities. If you are unsure, check with RVO or your environmental agency.
The report is submitted via the RVO eLoket, using eHerkenning and an authorisation, or via an intermediary. The portal prepares the data per location, so that completing the report is quick and matches what you have recorded. We will look at the best way to hand over to the eLoket in the first step.
Yes. Each client has their own locations, measures and evidence, and only sees their own data. The adviser sees all clients side by side, with what is still open per client, and works the same way for everyone.
From the source you already have: an energy management system, data from your energy supplier or grid operator, or a file. For each location, the portal checks consumption against the threshold, so it is clear which locations the obligation applies to.
Then we update the portal. Measures that are new or worded differently appear at the locations where they apply, so you can see what is added for the next report.
The party carrying out the activity must report; for rented premises that is often the tenant for the use and the owner for the building. The portal records per location who reports which measures, so nothing is reported twice or not at all.
