How this list came about

We reviewed more than 60 Dutch software agencies and product studios with demonstrable SaaS experience. The assessment rests on five pillars:

  • Portfolio — at least three production SaaS platforms in the market, preferably with client case studies.
  • Multi-tenant maturity — knowledge of tenant isolation, billing, role-based access, and SOC 2 / ISO 27001 compliance.
  • Scalability — experience with platforms serving hundreds to thousands of users.
  • Sector focus — a clear positioning (vertical SaaS, horizontal SaaS, agency product, etc.).
  • Transparency — clear pricing or approach on the website, or a quick scan within 48 hours.

Agencies that only deliver custom software on an hourly basis, without their own or co-built SaaS in production, were excluded. Pure no-code implementers (Bubble, Webflow CMS-only) were excluded too. They can be excellent for MVPs, but they don't build full-fledged multi-tenant SaaS.

The order below is our overall assessment; it is not an exact ranking from "best" to "less good". Which partner is best for you depends heavily on your sector, stage (MVP versus scaling) and budget.

Which type of SaaS builder suits your stage?

The choice depends less on who the "best agency" is and more on where you are:

Pre-MVP / validation stage

You have an idea and a first client or paying commitment, but no working software yet. Choose a partner who can start quickly, is honest about when you should prototype with no-code first, and who helps you think through product-market fit over the first 3–6 months. MVP+ / first paying tenants

You have a working first version, or one is currently being built, and your first paying tenants are coming in. You need a partner who can set up multi-tenancy, billing, role-based access and compliance properly, so you don't have to rebuild within a year. You are looking not just for a builder but for a partner who co-invests or co-operates with you. Not every agency offers this. Strong candidate: Stackbase.

Red flags when choosing a SaaS builder

  • No multi-tenant SaaS in the portfolio. A dedicated "platform" for a single client is not SaaS. Explicitly ask for references with multiple paying tenants in production.
  • Unclear architectural choices. If an agency has no clear view on tenant isolation (schema-per-tenant, shared schema, separate databases), that is a warning sign.
  • No attention to compliance. For B2B SaaS in the Netherlands, SOC 2 / ISO 27001 / NEN 7510 is often a hard requirement. A builder who has never handled this before will not learn it at your expense.
  • Staff augmentation disguised as a "team". Ask whether the team is dedicated, or whether developers are also deployed to other clients. Both can work, but you need to know which one you are getting.
  • No exit scenario. Who owns the code? Where is it hosted? What does a handover look like? A good agency has an answer ready.
  • Fixed price for long engagements. A fixed price for a first 6-week MVP is sound. A fixed price for a SaaS engagement of 12+ months almost always signals that scope creep will be charged for elsewhere.

Costs vary considerably by scope. A production-ready MVP+ typically costs €40,000–€100,000, a scaled B2B SaaS environment €100,000–€500,000+. A first working version (MVP+) takes 8–16 weeks with a team that already has strong standards. A full multi-tenant platform with billing, RBAC and compliance is a 6–12 month engagement. After that, further development is ongoing — a good SaaS product evolves continuously.

Multi-tenant means that a single codebase serves multiple customers (tenants), with data isolation between them. This is essential for the scalability and margins of SaaS; otherwise you end up running a separate deployment per customer, which quickly becomes unaffordable. For an MVP or internal tool: yes, often perfectly well (Bubble, Retool, Glide). For a production SaaS with hundreds of tenants, billing, RBAC and compliance requirements: almost never. No-code is an excellent validation tool, but rarely the final destination.

In the Dutch market the terms are used interchangeably. Broadly speaking, we use: a SaaS developer is usually an individual developer or small team working on a specific component. A SaaS builder is an agency that builds the entire product: architecture, frontend, backend, infrastructure, and often design and compliance as well.

Compare on (1) experience with multi-tenant SaaS in production, (2) tech stack and architectural choices, (3) who becomes the owner of the code, (4) how the team is composed and whether it is dedicated, (5) what guarantees or SLAs apply after go-live, and (6) how the agency handles scope changes. Price is usually the last criterion to sort on, not the first.

For SME and mid-market projects in the Netherlands, a Dutch partner is often more efficient: shorter lines of communication, the same time zone, knowledge of GDPR/NEN 7510, and a better contractual framework. For very large or highly specialised work, an international firm can add value. Start local and expand if needed.
