Care HR Custom

Custom HR software for healthcare

Appfront builds custom HR software for care organisations. Alongside general staff management, the system monitors what makes the difference in care: which competencies and qualifications someone holds, whether registrations are still valid, and whether the people rostered on a shift are actually allowed to work it. Get in touch to discuss your situation.

What is HR software for care?

HR software for healthcare does what every HR system does — employment contracts, leave, absence, files — but with a layer on top that doesn't exist in other sectors. Healthcare staff hold authorisations and competences that expire, registrations that must be renewed periodically, and training tied to specific procedures.

As a result, the question 'is this member of staff allowed to work this shift?' is a real one, and the answer changes over time. In a general HR system that is at most a field; in care it is monitoring with consequences, up to and including inspection.

Appfront builds this as custom software, usually as a layer on top of your existing HR and scheduling system. For broader demonstrability towards standards and audits, this ties in with healthcare compliance software.

Competence and qualification monitored

For each member of staff, which procedures are permitted, on what basis, and until when — with alerts well before anything expires.

Integration with the rota

A shift requiring specific competencies cannot be filled by someone who lacks them. Better to prevent this at planning stage than to discover it afterwards.

Flexible pool and agency staff

Your own flexible pool, agency workers and self-employed staff in the same view, with the same checks on qualifications and documents as permanent staff.

Care HR or general HR? The distinction

Appfront builds both. The question is whether competence is an attribute or a control.

Competence determines deployability

Competencies, registrations and training that expire and that determine who may work which shift. Including flexible pool, agency staffing and demonstrability to regulators.

Employment contracts, leave, absence and records without authorisation control belong to custom HR software. If it's about compliance and audit trails beyond healthcare, take a look at HR compliance software.

Our development process for your care HR system

The competency structure is the heart of the system and also its most demanding part. That is where the work begins.

1
Discovery & analysis

We map which procedures require competence, where that competence derives from, how long it remains valid and who verifies it. We also review which data already sits in your HR and learning systems, so we don't start from scratch.

2
Design

We design the competence model, the monitoring and alert rules, the integration with rostering and the learning platform, and the screens for the employee, line manager and quality officer.

3
Build & iteration

We build in short iterations with automated tests, structured logging and monitoring. You see working versions along the way and steer the work based on what your team actually needs in practice, rather than on a specification written months earlier.

4
Go-live & management

Controlled go-live with validation and a safety net, followed by ongoing management, monitoring and further development as your competency model or training policy changes.

What custom healthcare HR software delivers in practice

What is needed varies by organisation and type of care. These are the components that come up most often.

Competency register

For each member of staff, which reserved and high-risk procedures they are permitted to perform, on the basis of which training or assessment, and until which date.

Registrations and diplomas

Monitoring of registrations and diplomas with validity periods, including recording of supporting evidence and alerts well before expiry.

Competence-linked training

Mandatory training arising from the role and the competences required, with feedback from your learning platform so that completion automatically extends validity.

Availability for rostering

An integration with planning so that shifts with competence requirements can only be assigned to those permitted to work them.

Flex pool and external deployment

Your own flex pool, agency staff and self-employed workers, subject to the same checks on documents, certificates of conduct (VOG) and competencies as permanent staff, including the contractual side.

Accountability and audit

An exportable overview demonstrating that the right people were qualified at the time they worked — the first question asked after an incident or inspection.

Typical use cases in practice

Requirements vary by type of care, but the pattern of competence and monitoring recurs throughout.

Elderly care and home care

Organisations with many locations and changing teams, where different procedures are needed per client and the competence of the member of staff on duty must be verified.

Hospitals and clinics

Institutions with specialist competencies per department and with training tied to equipment or procedures.

Care for people with disabilities and mental health services

Organisations where, alongside competencies, specific training on safety and conduct must be mandatory and valid.

Care agencies and flex pools

Parties who place staff with multiple clients and must demonstrate, for each client, that the staff member supplied met the requirements.

Technology we use

The value lies in the integrations with the systems you already use. The precise choice depends on your processes, the systems to be integrated and your hosting preferences. We deliberately choose a stack your own team can manage and further develop, without dependence on per-user licences.

Why choose Appfront for your care HR system?

Appfront builds custom software for a wide range of organisations in the Netherlands. In care, we start with the competency model, because that is where everything hinges. A model that is too granular is one nobody keeps up to date; a model that is too coarse says nothing. We make that trade-off together with your quality officer.

We build the monitoring on top of your existing HR and rostering system rather than replacing it. That keeps the project small and ensures payroll processing — which you really don't want to touch — stays untouched.

On every project we write clear documentation and make sure your own team, or a future supplier, can understand and manage the system. No black box: transparent code and clear agreements on monitoring, alerting and maintenance. You own the solution and pay no per-user licence fee.

Security and privacy in your care HR system

Staff data in care includes training results, competencies and sometimes absence information. The latter category is especially sensitive and subject to strict limits on who may see what. Appfront builds according to the OWASP ASVS and with the GDPR as its starting point.

We set up access so that a planner can see whether someone is available for deployment, without seeing the reason for any restriction. Absence data is kept separate, and we retain the history of competencies so that the situation on any past date can be reconstructed — necessary for accountability, with an audit trail of who requested it.

More on our security approach: information security policy and CVD policy.

  • Encryption in transit (TLS 1.2+) and at rest
  • Role-based access following least privilege
  • Audit trail for viewing and changes
  • Secrets in a secure vault, not in code
  • Documented data flows for your record of processing activities
  • Absence information kept separate from availability data

Frequently asked questions about HR software for care

Answers to the questions we are asked most often.

Monitoring of qualifications and competences. In other sectors a diploma is a field in a record; in healthcare it determines whether someone may carry out a task, it expires, and you must be able to demonstrate afterwards that it was valid at the time of working. That calls for monitoring and integration with the rota, not an extra field.

Usually not. Payroll, leave and employment contracts stay where they are; we build the layer of competences, registrations and availability around them and connect to it. That is faster, cheaper and less risky than an HR migration, and it solves the real bottleneck.

By attaching requirements to a shift or task and checking them when scheduling. The planner immediately sees who is available and who is not, and why. Preventing problems at the scheduling stage works better than discovering afterwards that a shift was worked by someone whose registration had lapsed.

Yes, through an integration with your learning platform. When someone completes mandatory training, the related competence is automatically extended. That saves manual updating and closes the gap between 'has attended' and 'is registered', where things often go wrong in practice.

Yes, and that is often the biggest gain. External deployment usually falls outside the HR system, yet the same requirements apply. We bring flex pools and contracted staff into the same monitoring, including documents, certificates of conduct (VOG) and insurance, so no second administration is needed.

By demonstrating that the right people were qualified at the time they worked. The system keeps a history of competencies, so you can reconstruct the situation as at a past date rather than showing the current status, which is exactly what is asked in those cases.

Competencies and training results are personal data, and absence data is especially sensitive. We work with role-based access: a planner sees whether someone is available, not why they are not. Absence information remains strictly separated and accessible only to those entitled to see it.

There are HR packages with a competence module, and if that fits your structure, you are well served by it. Custom development pays off when your competence model is distinctive, when it must integrate with a rostering or learning system such a package does not support, or when external staffing forms a large part of your workforce and sits outside the package.
