What is a tonnage monitor for CBAM goods?

CBAM, the EU's Carbon Border Adjustment Mechanism, imposes a price on the emissions embedded in certain imported goods, such as iron and steel, aluminium, cement and fertilisers. The definitive period began on 1 January 2026. Under the simplification introduced by the Omnibus package, there is an annual threshold of 50 tonnes of CBAM goods per importer. If you stay below it, you are outside the obligations; if you exceed it, you may only import the goods as an authorised CBAM declarant.

For many businesses that import CBAM goods occasionally, the question is therefore: will we stay below the threshold this year? In practice, nobody knows that precisely. Shipments appear in customs declarations made by the customs representative, spread across the year and sometimes across several entities.
