Custom software for the high-voltage installation responsible person's file

Anyone who manages a high-voltage installation works under NEN 3840. The installation manager is responsible for the installation and for the work on it. He must be able to show who has been appointed, for which installation and which work, under which work permit, and which switching operations have been carried out. Appfront builds software that keeps that file, so it is accurate at the moment work is being done, not only afterwards.

What is software for the high-voltage installation manager's file?

NEN 3840 covers the safe operation of, and work on, high-voltage installations: above 1,000 volts AC or 1,500 volts DC. Below that, NEN 3140 applies. Both standards were revised in 2025 and aligned with the updated EN 50110-1. The key focus is on roles: the installation manager is responsible for the installation, the work manager for the work, and anyone working on the installation must be designated in writing.

The biggest difference from NEN 3140 is the work permit. For high voltage it is almost always mandatory: no work without a permit stating which part of the installation is isolated, which measures have been taken and who may carry out the work. That includes switching operations, earthing and release, in a fixed order. In many organisations the instructions sit in a folder, permits are on paper, and switching operations are logged in a book that nobody checks against the permit.

We build custom solutions because organisations and installations differ: how many installations and substations, whether you use your own staff or contractors, and how work permits currently run. The software follows your own procedures; which requirements apply is set out in the standard and your operating rules.

How we build your software for the high-voltage installation manager's file

We start with your installations and your procedures: which installations there are, who has been designated, how work permits currently run, and where oversight is lacking. We often start with the register and instructions, as everything else builds on them. Work permits and switching operations follow once the register is in order.

Who we build software for the high-voltage installation manager's file

The software is intended for organisations that manage high-voltage installations or work on them. The more installations and people, the more it delivers.

Network operators

Many substations. Oversight of instructions matters most.

Industry

Your own high voltage. The work permit is the core.

Energy parks

Work by third parties. Who may do what matters.

Installation companies

Working at clients' sites. Instructions per client matter.

This page covers high voltage under NEN 3840. For low voltage, see our page on the NEN 3140 inspection app with installation register; for revision of installations, our page on the electrical engineering revision file; and for inspections, our page on the equipment inspection log. Why Appfront for your software for the high-voltage installation manager's file?

An authorisation that has lapsed unnoticed, and a work permit detached from the switching operations, are not administrative problems on high voltage but safety risks. That is what we build around: authorisations visible at a glance, no work without a permit, and switching recorded alongside the work.

Who may do what

Always up to date per installation.

Permit first

No work without one.

Ready for audit

The records are already there.

Security and privacy in software for the high voltage installation responsibility records

The software holds data on installations, staff and their authorisations, and on work on critical infrastructure. Access is set by role, and every change, permit and release is logged with time and name.

The software runs in a European data centre, with encrypted storage and daily backups. We record the processing in a data processing agreement.

Frequently asked questions about software for the high voltage installation responsibility records

Questions that managers of high voltage installations ask before getting started.

The installation responsibility holder is responsible for the installation and for the work carried out on it. They make sure only designated persons work on it, that a work permit is in place, and that switching operations, earthing and release are carried out properly.

NEN 3840 covers high voltage, above 1,000 volts AC or 1,500 volts DC; NEN 3140 covers low voltage. On high voltage a work permit is almost always mandatory, whereas on low voltage it often is not. Both standards were revised in 2025.

Yes. For each person it shows which installations and which type of work they are authorised for, by whom and until when. If an authorisation is about to expire, a timely signal is given, so no one starts work without a valid authorisation.

The work supervisor requests a permit for a job, specifying the part of the installation, the measures and the people involved. The installation responsibility holder issues it, and switching operations, earthing and release are recorded against that permit.

Yes. Contractors' staff receive their own authorisation for your installations, with their training and validity recorded alongside. That way you can also see who may do what when third parties carry out work.

Yes. Authorisations, permits and switching operations are grouped per installation and per period, showing who did what and when. You do not need to reconstruct anything.

Check this first. Some maintenance systems include work permits. Custom development makes sense if authorisations, permits and switching operations are currently kept in different places, or if your procedures do not fit a standard package.
