What is soil balance and soil flow software across projects?

In construction, infrastructure and area development, soil becomes available, and soil is needed somewhere else. The more soil is reused within or between projects, the less is removed and purchased. Under the Dutch Soil Quality Decree, each batch of soil requires a quality classification, a notification and a registration; site staff handle this using an app. But the question of which soil can go where, and what that costs or yields, is answered in the office.

In practice, the soil balance per project lives in a spreadsheet kept by the planner. Nobody knows that another project will need soil of the same quality in three months. One depot is full while another stands empty. Costs for removal, storage and testing are booked per project, but what a batch of soil ultimately cost or yielded is not visible.
