What is a sovereign cloud?

A sovereign cloud is cloud infrastructure that falls entirely under European law and European ownership. The distinction is not only about where the data centres are located: a US provider remains subject to the US CLOUD Act even if its servers are in the EU, because the parent company can be compelled to hand over data. Truly sovereign means the provider is established in the EU, is EU-owned, and is governed solely by EU law.

For organisations handling sensitive or regulated data, this distinction matters more because of regulation such as the GDPR, the NIS2 Directive (in force since October 2024 for eighteen critical sectors) and the EU Data Act. Why does the US CLOUD Act matter if my data is in Europe?
Under the US CLOUD Act, a US company can be compelled to hand over data, even if that data is physically held in a European data centre. Jurisdiction follows the parent company, not just the server location. That is why we look at ownership and headquarters, not only at where the data is stored.
Which organisations is this relevant for?
Mainly for government, healthcare, the financial sector and organisations in sectors covered by NIS2, or those that otherwise want to demonstrably remain under EU jurisdiction. For many other organisations, a partly sovereign or hybrid approach is more suitable, and we discuss that openly.
