Custom municipality app development for better digital services

Dutch municipalities face a huge digitalisation challenge. Citizens expect 24/7 access to council services via their smartphone. Appfront builds custom municipality apps that connect to DigiD, the BRP (municipal personal records database) and case management systems, built to BIO standards and WCAG 2.1 accessibility requirements.

Why have a municipality app built?

Municipalities serve hundreds of thousands of residents with a wide range of questions, from passport applications and permits to reports of broken street lamps and applications for special social assistance. The traditional approach of calling, emailing or visiting the town hall takes a disproportionate amount of time for both residents and staff.

A custom municipality app moves these interactions to a secure digital channel. Residents handle their affairs whenever suits them, with no queues or opening hours to work around. Councils take pressure off their front desks and back offices because routine tasks are automated.

Concrete benefits for municipalities

  • Lower operational costs: fewer counter and phone enquiries as residents complete tasks themselves online
  • Higher resident satisfaction scores: 24/7 availability and direct status updates measurably improve the experience
  • Faster processing times: automated workflows route requests straight to the right department
  • Better data quality: validated input fields and DigiD authentication prevent errors and fraud
  • Inclusive access: WCAG 2.1 AA-compliant interfaces make services reachable for all residents, including people with disabilities

Types of municipality apps we build

Depending on your municipality's needs, we develop apps across a range of areas:

  • Citizen services portal: online requests for extracts, certificates and permits with DigiD login
  • Public space reporting system: photo-based reports with GPS location, status tracking and automatic routing to field teams
  • Participation platform: digital consultations, neighbourhood budget voting and district surveys for active civic engagement
  • Appointment planner: online bookings for counter visits with waiting time indication and reminder notifications
  • Waste collection app: collection schedules, container locations, pass management and disposal reports

Security, compliance and government standards

Municipality apps process personal data and BSN numbers (Dutch citizen service numbers). That places high demands on security and compliance. Appfront designs every municipality app according to privacy-by-design principles and complies with current Dutch and European standards, including the GDPR.

What we comply with

  • BIO (Baseline Informatiebeveiliging Overheid), the mandatory information security standard for all government tiers, including municipalities
  • GDPR (AVG): data protection by design and by default, with processing agreements and DPIAs where necessary
  • DigiD integration, reliable authentication via DigiD Substantial or High, depending on the service level
  • eHerkenning, authentication for entrepreneurs and legal entities that use municipal services
  • ISO 27001 hosting: applications run in certified Dutch data centres
  • Penetration testing and audits: periodic security assessments by independent parties

Integrations with government systems

A municipal app is only effective when it connects seamlessly with existing systems. We integrate with, among others:

  • BRP (Personal Records Database): retrieving and verifying personal details
  • BAG (Key Register of Addresses and Buildings): address validation and location data
  • Case-oriented working (ZGW) APIs: Zaken API, Documenten API and Catalogi API for standardised case handling
  • Common Ground architecture: data at the source, modular components, reuse of services
  • iDEAL and payment platforms, so residents can pay permit fees and municipal levies online straight away
  • DMS and e-Depot: document storage and long-term archiving in line with the Archives Act

Our approach to municipal app development

Every municipality is different: a small rural municipality has different needs from a G4 city. Our approach takes that into account. We combine agile development with the governance requirements of the public sector.

Step 1: Stakeholder analysis and process inventory

Together with your municipality, we map out which services would benefit most from digitisation. Through workshops with civil servants, policy officers and a sample of residents, we identify the biggest pain points and quick wins. The result is a prioritised roadmap.

Step 2 — Citizen-centred design

Government services need to work for everyone, from digitally savvy twenty-somethings to over-80s using a screen reader. We design with real citizen personas, test prototypes with diverse user groups and validate accessibility during the design phase. No “beautiful but unusable” — just simple, clear and WCAG-compliant.

Step 3 — Agile development with governance

We work in two-week sprints with interim demos for your project team. Integrations with DigiD, BRP and case management systems are tackled early in the project so technical risks surface quickly. Code reviews and automated testing are standard.

Step 4 — Pilot, rollout and maintenance

After a successful pilot with a limited user group, we roll out the app in phases. We provide training for back-office staff, deliver maintenance documentation and offer an SLA with guaranteed response times. We plan updates and new functionality in consultation with your IT department.

Results: what does a municipal app deliver?

Municipalities that digitise their services with a custom app see measurable improvements in several areas:

  • Up to 40% fewer counter visits — routine tasks such as requesting certificates and reporting house moves are handled entirely online
  • Reports handled 3x faster — GPS-based reports with photos are automatically routed to the right field officer
  • Higher turnout in participation projects — online consultation lowers the barrier for residents who cannot attend evening meetings
  • Fewer errors in applications — pre-validated forms and automatic citizen service number checks reduce manual corrections
  • Better accessibility — residents with visual or motor impairments can serve themselves through an accessible app rather than relying on telephone help

Features at a glance

A complete municipal app typically includes the following modules, which we deliver in phases based on your priorities:

  • Digital counter with a status overview for each application
  • Push notifications for status changes and appointment reminders
  • Integration with MijnOverheid and Berichtenbox
  • Multilingual interface (Dutch, English, Arabic, Turkish)
  • Offline mode for areas with limited connectivity
  • Administrator dashboard with KPIs: processing times, volumes and channel distribution
  • Role-based access for civil servants based on department and authorisation level

Technology choices

We deliberately choose technologies suited to the lifespan and scaling requirements of government software:

  • React Native or Flutter for cross-platform mobile apps (iOS and Android from a single codebase)
  • Next.js or Nuxt for responsive web portals that also function as PWAs
  • Node.js or Python for backend services with RESTful and GraphQL APIs
  • PostgreSQL as the primary database, with row-level security for multi-tenant scenarios
  • Kubernetes on Dutch cloud for scalable, BIO-compliant hosting

Frequently asked questions about municipal app development

The investment depends on scope and complexity. An MVP with a citizen services portal and reporting system starts from around €45,000. A fully integrated solution with DigiD, ZGW integrations and a participation module typically falls between €80,000 and €150,000. We work with fixed price agreements per sprint so you always keep control over the budget.

A first working version (MVP) is typically ready within 3 to 4 months. The full rollout, including integrations with DigiD, BRP and case management systems, takes 5 to 8 months. We deliver working versions along the way so you can test with real users early on.

Yes. We design with privacy by design and comply with the Baseline Information Security for Government (BIO). All personal data is stored encrypted in ISO 27001-certified Dutch data centres. We provide a DPIA and a data processing agreement as part of the project.

Absolutely. We integrate with common case management systems via the ZGW APIs (Zaken API, Documenten API, Catalogi API). Integrations with older systems via StUF messages or custom adapters are also possible. We map the integration landscape as part of the stakeholder analysis.

Absolutely. We build to WCAG 2.1 level AA, which is a legal requirement for government digital services (Temporary decision on digital accessibility of government). We test with screen readers, keyboard navigation and colour contrast checks. After handover, you receive an accessibility statement.

Yes. We offer SLAs with guaranteed response times for bug fixes and security patches. We also plan further development in periodic sprints based on user feedback and new municipal policy priorities. Your IT and information management department retains full control.
